The beaches in the city, known as Crescent Beach,
Pryibil Beach and Mercandante Beach at Garvies Point, shall be and
the same are hereby reserved for the exclusive use of the residents
or taxpayers of the city.

No person not a resident or taxpayer of the
city shall use Crescent Beach, Pryibil Beach or Mercandante Beach
at Garvies Point for bathing, boating, mooring of boats or parking
of vehicles or similar purposes.
Morgan Park Beach is leased to the City of Glen
Cove with the specific requirement that residents of Locust Valley,
as well as the City of Glen Cove, are permitted its use.

Dosoris Creek shall be and hereby is reserved
for the exclusive use of the residents or taxpayers of the city and
members of the Matinecock Rod and Gun Club.
The City of Glen Cove shall not be responsible
for loss, damage or theft to motor vehicles and the contents or to
private property.
A. No person shall bathe, wade or swim in any waters
of the City of Glen Cove beaches except at such bathing areas as may
be designated by the City of Glen Cove. Such areas shall be kept free
from any form of water equipment that may cause inconvenience or discomfort
to bathers. Anyone swimming or bathing in any waters of the beaches
does so at his or her own risk. No person shall dress or undress on
the beaches, except in designated areas.
B. No flotation devices shall be permitted on the beaches
of the City of Glen Cove, nor in the waters of the City of Glen Cove,
except if under the direct supervision of the city's swimming instructors.

A. No person shall operate a boat, vessel or other watercraft
or contrivance used or capable of being used as a means of transportation
in water or air, upon any of its waters within 500 feet of the designated
bathing areas. No boats shall be drawn up, stored on or launched from
the beaches.

B. Boating from Pryibil Beach. Personal watercraft shall
be permitted to be launched from Pryibil Beach and the boat ramp only
subject to the following conditions:

(1) Operator shall have a valid PWC (personal watercraft)
and/or boat ramp permit obtained from the Recreation Department at
a cost as set forth from time to time by the City Council, in addition to a City of Glen Cove beach permit.

(2) Personal watercraft shall be launched from the designated
area at Pryibil Beach.
(3) Personal watercraft shall be operated off of the designated
areas only as follows:
(a)
Two hundred feet from the fishing pier.
(b)
Five hundred feet from the designated swimming
areas of all city beaches.
(c)
Three hundred feet from all other areas of the
shoreline.
(4) Personal watercraft shall operate only during the
designated hours of 10:00 a.m. to 8:00 p.m. subject to the above restrictions.
(5) This subsection is subject to all safety provisions
of this chapter and as promulgated by New York State and the United
States Coast Guard.
(6) Violation of this subsection shall result in revocation
of permit and a fine of up to $250 or imprisonment not to exceed 15
days, or both.

Fishing is prohibited from the beaches in bathing
areas.
No person shall kindle, build, maintain or use
a fire within the beaches except in a charcoal burner or picnic stove
and only in designated areas.
No person shall throw or use any type of ball
or other object, or play any ball game or other game except in areas
designated for such use.

No person owning or being custodian of any animal
shall cause or permit such animal to enter the beaches or Morgan Park.
A. Alms, contributions and advertising. No person shall
solicit alms or contributions for any purpose. No person shall post,
distribute, cast or leave about any bills, placards, tickets, handbills,
circulars or advertisements or any other matter for advertising purposes.
B. Peddlers. No person shall hawk or peddle any produce,
wares or merchandise within the beaches.
No person shall leave, throw, lay, drop or discharge
into or on the beaches any tin cans, bottles, refuse, garbage, rubbish
or waste. Papers, cartons or any other type of litter must be placed
in receptacles provided for that purpose. Littering is strictly forbidden.
No person shall deface, injure, displace, remove,
fill in, raise, destroy or tamper with any drive, path or walk; take
up, remove or carry away trees, shrubs, turf or any material or substance;
remove or destroy any structure, building or part thereof connected
with the beaches or any other property or equipment, real or personal,
owned by the city or under the jurisdiction and control of the Recreation
Commission.
Persons, while using the beaches or their facilities,
shall remain within the beach area at all times, which for the purpose
of this chapter shall be defined to include the area within the boundary
fences of the beach and the water and land below high-water fronting
the beach. Every person shall conduct himself or herself in an orderly
manner and shall endeavor to cause no discomfort, annoyance or inconvenience
to any other person.

Any and all use of the city-owned portion of
Dosoris Pond by actual entrance thereon, by any means, shall be prohibited.
The Recreation Commission of the City of Glen
Cove, with the approval of the City Council, is hereby granted the
power to promulgate such reasonable rules and regulations, from time
to time, as it may determine for the administration and enforcement
of this chapter, such regulations to be made public by posting in
a conspicuous place in or about the beaches and filed with the City
Clerk for inspection during regular business hours. The Recreation
Commission shall consult with the Harbor and Waterfront Development
and Conservation Commission prior to adoption of rules and regulations.
Every person who shall violate any of the provisions
or parts of this article or the rules and regulations adopted hereunder
shall be punished by the revocation of the use of beach rights and,
in addition, shall be subject to the penalties hereinafter provided.

A. No person shall park a motor vehicle between 11:00
p.m. and 6:00 a.m. at Mercandante Beach at Garvies Point, Pryibil
Beach and Crescent Beach parking areas except an individual who has
been issued a permit under this section.

B. No person shall park a motor vehicle between 7:00 p.m. and 6:00 a.m.
at Dosoris Creek parking areas except an individual who has been issued
a permit under this section.

C. A parking permit for residents of Glen Cove who wish
to fish at the aforementioned locations shall be issued by the Glen
Cove Parks and Recreation Department.

D. Said permit shall be in the form of a sticker which
shall be affixed to the left rear window of the applicant's motor
vehicle. Each applicant shall be issued one sticker per year per motor
vehicle.
E. Any motor vehicle found parked in the aforementioned locations without said sticker, or, in the case of Dosoris Creek, a Matinecock Rod and Gun sticker, constitutes a violation of this section and is punishable in accordance with §
95-18 entitled "Penalties."

A. No person, whether engaged in commerce or otherwise,
shall place, throw, deposit or discharge or cause to be placed, thrown,
deposited or discharged into the waters subject to the jurisdiction
of the city, from any vessel, marina or mooring, any sewage or other
liquid or solid materials which render the water unsightly, noxious
or otherwise unwholesome so as to be detrimental to the public health
or welfare or to the enjoyment of the water for recreational purposes.
B. No person, whether engaged in commerce or otherwise,
shall place, throw, deposit or discharge or cause to be placed, thrown,
deposited or discharged into the waters subject to the jurisdiction
of the city any litter from any vessel, marina or mooring.
