No person shall attach, place, paint, write, stamp or paste or cause to be attached, placed, painted, written, stamped or pasted any sign, advertisement or other matter upon any lamppost, electric light, railway, telephone or telegraph pole, shack, tree or fire hydrant; or upon any bridge, pavement, portion of any sidewalk or crosswalk, public building or any other property or thing belonging to the city, or on any article or thing within any park in the city.
No person shall attach, place, paint, write, stamp or paste or cause to be attached, placed, painted, written, stamped or pasted any sign, advertisement or other matter upon any house or part thereof, wall, fence, gate, post or tree box without first having obtained written permission of the owner, agents or occupants of the premises to do so, and in compliance with all other applicable regulations of this Code.
No person shall distribute, throw, drop or scatter or cause to be distributed, dropped or scattered in or on any streets or public places in the city any posters, handbills, advertising cards or other substances used for the purpose of advertising.
No person shall distribute handbills or other advertising matter at houses, stores or other places of business other than by putting the same inside the screen doors, under doors, in the jamb of doors or in boxes connected with such houses, stores or places of business and when so placed no bell connected with such houses, stores or places of business shall be rung, and no alarm of any kind shall be sounded.
Any person violating any provision of this chapter shall be liable to a penalty set in accordance with Chapter 1, General Provisions, Article II, General Penalty.
