It is hereby declared to be the policy of the
City Council to prevent any unreasonably loud, disturbing and unnecessary
noises of such character, intensity and duration as to be detrimental
to the life and health of any individual or contrary to the public
welfare.
This chapter shall not apply to the operation
or use of any organ, bell, chimes or other instrument, apparatus or
device by any church, synagogue or school.
