No license shall be issued or renewed under this chapter which shall permit the use of any vehicle as a tow car unless and until it has been inspected and certified by the Chief of Police or his or her representative as conforming to the requirements of §
259-15 and the regulations established by the Chief of Police pursuant to §
259-16.
Every vehicle operated within the City as a
tow car shall be kept mechanically fit, of good appearance and in
a good safe condition for towing.
The Chief of Police shall establish reasonable
rules and regulations for the inspection of tow cars operated upon
the streets of the City.

Each tow car operated hereunder shall have inscribed
on the outside of the front doors on each side the trade name and
terminal address of the owner in letters not less than four inches
in height, either painted or otherwise securely affixed. Only one
trade name shall be displayed on a tow car.

Rate charts must be conspicuously posted at
the tow car terminal and, additionally, each tow car shall carry with
it a rate chart to be presented to a customer, which said rate chart
shall include all charges for towing and storage of vehicles.
