No person shall advertise any goods, wares, merchandise, business, show or entertainment in the City of North Tonawanda by distributing any bills, posters, dodgers, circulars, cards, booklets, placards, pictures or papers without first obtaining a license from the Mayor so to do. This ordinance is not intended to require a license for the lawful distribution of anything other than commercial and business advertising matter; provided, that nothing herein contained shall be deemed to regulate the delivery of any such matter by the United States Postal Service or prohibit the distribution of copies of newspapers regularly sold by the copy or by annual subscription.
A violation of this ordinance shall be punished by a fine not to exceed $10.
