There is hereby established the position of Street Foreman for the Borough of South Plainfield.

The compensation for said Street Foreman shall be set forth in the annual Salary Ordinance.[1]

The said Street Foreman shall be appointed by the Mayor and Council and shall be deemed to be within the purview of N.J.S.A. 11:1-1 and shall not be removed except as in such statutes provided.
The Street Foreman shall be a citizen of the United States and a resident of the Borough of South Plainfield for 12 months prior to the appointment. He shall be generally qualified to perform the duties of said position in accordance with the requirements of the civil service laws of the State of New Jersey for this position, and he shall be under the direct supervision of the Superintendent of Public Works.
The said Street Foreman shall be a full-time position. Parties holding said position shall hold licenses as required by the laws of the State of New Jersey.
The Street Foreman shall, under the direction of the Superintendent of Public Works, supervise and work with a group of employees engaged in the maintenance and repair of streets and roads, parks and playgrounds, buildings, grounds, storm drainage and other related works as directed by the Superintendent of Public Works. He shall be required to keep such records and write reports for his supervisors as are deemed necessary.
The Street Foreman shall not be authorized by this chapter or by virtue of the duties of his position to make or enter into any contracts or to expend any funds in his possession or under his control, nor shall he incur any obligations or liabilities to the account of the Borough of South Plainfield.

The Street Foreman shall report to and be subject to the order of the Superintendent of Public Works.
