No function, facility, duty or power of any
town, village, school district or other district is transferred, altered
or impaired by this Charter.
The County of Putnam shall have the power to
contract with any public corporation, including but not limited to
municipal, district or public benefit corporations, or with any combination
of the same, for the establishment, maintenance or operation of any
facility or the rendering of any service which each of the contracting
parties would have legal authority to establish, maintain, operate
or render for itself. Each of such contracting parties shall bear
a proportionate share of costs agreed upon.
