This policy is established in recognition of the long tradition of maintaining the rural character and atmosphere of the Township of Chesterfield, and balancing the same against health, safety and welfare issues arising from development. The Township Committee hereby declares it to be the policy of the municipality to limit the placement and installation of streetlights to intersections, areas of roadway involving dangerous curves, turns and/or abrupt changes in the grade of the roadway and other similar situations where the installation of a streetlight specifically advances the public safety because of the nature and location of that specific area of roadway. Therefore, streetlights which are placed and installed pursuant to subdivision approval shall be permitted only by the approving authority in accordance with this policy and the provisions of § 130-81 of the Code of the Township of Chesterfield. Any other streetlights sought to be placed and/or installed, and not as part of any overall safe plan or subdivision approval, can only be placed and installed upon written approval by resolution duly inducted by majority of the governing body. Should any other streetlights be installed in contravention of this article, they may be required by the governing body to be removed; and in any event, the governing body should not be responsible for the utility costs associated with the same.
