An applicant for employment by the Township shall be the subject of a background investigation by the Rochelle Park Police Department. This investigation shall be conducted by the Chief of Police or his designee and shall include a review of all available public records as well as a review of records of the Division of Motor Vehicles and those agencies necessary to conduct criminal background checks.
A. 
Upon application for employment by the Township of Rochelle Park, the applicant shall execute the following forms to be made available through the office of the Township Administrator:
(1) 
Form No. 1: Authorization for Release of Information.
(2) 
Form No. 2: Affidavit and Certification of Applicant.
(3) 
Form No. 3: Background Information Form.

The above forms are hereby incorporated into this article and are attached hereto.[1]

A. 
The background check required pursuant to this article shall be conducted prior to the commencement of employment by the Township if possible. If, as of the effective date of commencement of employment, the background check required by this article has not been completed or received by the Township Administrator, the employment of the individual which was the subject of the background check shall be conditioned upon receipt of the results of the background check and confirmation that the same is consistent with the information provided by the applicant in Form No. 3. If it is determined, upon receipt of the results of the background check, that the information provided in Form No. 3 is not truthful or if the background check reveals that the employee has been convicted of any crime or disorderly persons offense involving danger to the person, against the family, children or incompetents, involving theft or involving any controlled dangerous substance, the prospective employee may be denied employment on this basis or, if employed, will be subject to immediate termination for failure to accurately disclose such information.
B. 
If employment commences prior to receipt of the background check, said employment shall be deemed conditional and not permanent until such time as the results of the background check are received.
All persons employed by the Township of Rochelle Park as of the effective date of this article shall be required to submit to the background check described in this article upon receipt of a request to do so from the Township Administrator or Chief of Police. Upon receipt of a request to submit to such check, the employee shall contact the Rochelle Park Police Department in order to facilitate the completion of the same.
The information set forth on Form Nos. 1, 2 and 3 and the results of the background check shall remain confidential to the extent that such confidentiality is possible. Upon receipt of the result of the police background check, the same shall be provided to the Township Administrator, who shall provide a summary of the report to the members of the Township Committee in a confidential memorandum.
