The boundary limits of the Borough of Eddystone
are hereby established as a zone in which motor vehicles may remain
standing without lights, and all highways within such boundary limits
are hereby designated as highways where motor vehicles may remain
standing without lights.

A. Wherever a space shall be marked off on any highway
for the parking of an individual vehicle, every vehicle there parked
shall be parked within the lines bounding such space.
B. No person shall park a vehicle upon any highway, street
or alleyway or parts thereof, within the boundary limits of the Borough
of Eddystone, at any angle other than parallel to the curb or, in
absence of curbing, the sidewalk which abuts the highway, street or
alleyway or part thereof, except during trial parking experiments
when vehicles may be required to park diagonally in specifically defined
and posted areas of the Borough designated by the Mayor and/or the
Chief of Police or their designees.
C. No person shall park a vehicle on any highway, street
or alleyway, within the boundary limits of the Borough of Eddystone,
more than one foot from any curb or, in the absence of curbing, a
line along which a curb would be emplaced on any highway, street or
alleyway within the boundary limits of the Borough of Eddystone. This
section is specifically enacted to prohibit double parking, within
the normal meaning of that term, within the boundary limits of the
Borough of Eddystone.
D. No person shall place any obstacle or obstruction
of any kind on any highway, street or alleyway, within the boundary
limits of the Borough of Eddystone, with the exception of an operating
motor vehicle, legally parked, which shall obstruct the parking of
any vehicle on any highway, street or alleyway within the boundary
limits of the Borough of Eddystone, regardless of weather conditions.
No person shall shovel, push or throw snow, sleet or ice into a public
street of the Borough of Eddystone that has been plowed or otherwise
cleared of snow, sleet or ice, with the intent of clearing a parking
space for his motor vehicle.
E. No person shall park any nonmotorized vehicle or apparatus
or a vehicle or apparatus which must be towed, such as but not limited
to a boat, boat trailer, family trailer, etc., on any highway, street
or alleyway, within the boundary limits of the Borough of Eddystone,
without the express permission of the Mayor and/or Chief of Police
or their designee.
F. No person shall allow any vehicle or apparatus to
remain on any highway, street or alleyway or part thereof, within
the boundary limits of the Borough of Eddystone, for a period of 24
hours if said vehicle is in a wrecked, junked, stripped, abandoned
or inoperable condition or is in violation of any law of the Commonwealth
of Pennsylvania or ordinance of the Borough of Eddystone.

A. It shall be unlawful for any person to park a commercial
vehicle, which is classified as a Class III vehicle or above by the
Commonwealth of Pennsylvania, Department of Motor Vehicles, or permit
it to stand, whether attended or unattended, upon any of the highways
or portion of highways of the Borough of Eddystone.
B. This prohibition shall not apply to trucks or commercial
vehicles that are necessary to haul materials for the repair of streets
or sewers nor to trucks or commercial vehicles that are used in conjunction,
improvement or repair of buildings which are adjacent to such parking.
C. It shall be unlawful to permit to stand any house
car on any street or alleyway, within the boundary limits of the Borough
of Eddystone, between the hours of 12:00 midnight and 6:00 a.m. prevailing
time.

A. The Chief of Police and/or the Mayor or their designees
of the Borough of Eddystone be and they are hereby authorized to issue
permits for parking of motor vehicles on the streets of the Borough
between the hours of 2:00 a.m. and 6:00 a.m. upon application of any
resident of the Borough, on his own behalf or on the behalf of any
visitor to the home of such resident, upon the conditions and restrictions
contained in this section. In addition, in case of emergency requiring
the issuance of a temporary parking permit, the Chief of Police shall
have the authority to issue a permit for a term not to exceed six
days, without the countersignature of the Mayor; provided, however,
that such permits shall not be renewable at the expiration thereof
without the written approval of the Mayor and upon payment of the
applicable fee as hereinafter provided.

B. Permits for such parking privilege may be issued only
to those applicants who can establish to the satisfaction of the Chief
of Police and the Mayor or, in the case of six-day permits, the Chief
of Police, respectively, that the off-street parking area at the residence
of the applicant is temporarily or permanently inadequate to provide
off-street parking for such vehicle and that off-street parking space
in the vicinity of the residence of the applicant is not reasonably
available.

C. The application for such permit shall be made on a
form prescribed by the Mayor and shall require the applicant to state
his name and address, the name and address of the owner of the vehicle,
the year, make and body type of the vehicle, the current license plate
number of the vehicle, the period of time for which such permit is
requested and such other information as the Mayor shall require.
D. The form of the permit shall be as prescribed by the
Mayor from time to time and shall include the effective date and expiration
date of the permit and the name and address of the applicant to which
it was issued. The permit shall be prominently displayed on such vehicle
at such location therein or be prominently displayed on such vehicle
at such location therein or thereon as the Mayor shall require from
time to time.
E. The parking permit issued under the provisions of this section shall automatically terminate without notice to the applicant upon the happening of any of the following events: expiration of the period stated in the parking permit; expiration of the state registration plates for such vehicle; and expiration of the motor vehicle inspection sticker on such vehicle, if any. In the event that the conditions set forth in Subsection
B above shall cease to exist during the term of the permit, the Chief of Police and the Mayor shall have the right to terminate the permit upon 24 hours' written notice to the applicant.
F. The privilege afforded in this section shall not be
available to any vehicle which is registered with the state of registration
as a commercial vehicle. Any permit issued for such vehicle shall
be automatically void, and the Borough shall send notice to the applicant
that said permit is void.
G. The parking permit so described herein shall be required on all vehicles permitted to park within the boundary limits of the Borough of Eddystone during the times stated herein, and any violation shall be punishable in accordance with §
277-51 of this chapter.
H. In addition to all penalties reserved to the Borough
of Eddystone in this chapter for violation of any section of this
chapter, a violation of any section of this chapter on any of the
streets listed below shall permit and empower the Mayor and/or Chief
of Police or their designees to tow said violating vehicle to a location
or lot posted in the Borough office. All costs for towing and storage
shall be charged to the owner and/or operator of said vehicle.

I. Streets designated in this chapter as tow-away zones
shall be properly posted as such, and other highways, streets or roads
may be added from time to time by amendment to this chapter.
J. Except for the issuance of a temporary parking permit,
to obtain a parking permit under this section the subject vehicle
must be registered to the applicant at his or her residence in the
Borough.
