A Length of Service Awards Program (LOSAP) is hereby created in accordance with Chapter 388 of the Laws of 1997, to reward volunteer members of the Paulsboro Fire Department for their loyal, diligent and devoted services to the residents of the Borough.
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member who meets the criteria set forth below; such contributions shall be made in accordance with a plan that shall be established by the Borough pursuant to P.L. 1997, c.388; and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code and this part.
The LOSAP shall provide for annual contributions to each eligible member who meets the criteria set forth in the attached Paulsboro LOSAP Point System.[1]

The estimated cost of the program has been calculated as follows: for regular annual services, $34,000 per year.
Each active volunteer member shall be credited with points for volunteer services provided to the Paulsboro Fire Department in accordance with the schedule set forth at § 33-27.
This ordinance shall not take effect unless it is approved by the voters of the Borough as a public question at the next general election.[1] The public question shall appear on the ballot in the form attached hereto.

A. 
One year of active emergency service will be credited for each calendar year in which an active volunteer member of the Fire Department accumulates 100 points granted in accordance with the LOSAP point schedule.
B. 
The annual contribution for each year of current and future active emergency service to eligible active volunteer members of the Fire Department shall be $1,150.
