The Mayor of the Village of Middleport, the Superintendent of Public Works of the Village of Middleport and other duly authorized representatives or employees of the Village, the State of New York Department of Environmental Conservation or the United States Environmental Protection Agency, bearing proper credentials and identification, shall be permitted to enter upon users' properties for the purposes of inspection, observation, measurement, sampling and/or testing required by this Part 1.
Except as otherwise provided herein, the Superintendent of Public Works, the Mayor or such other person as may from time to time be designated by the Village Board shall administer, implement and enforce the provisions of this Part 1.
