The Uniform Traffic Code for cities, townships and villages, hereinafter referred to as the "Uniform Traffic Code," promulgated by the Director of State Police pursuant to the Administrative Procedures Act of 1969, 1969 P.A. 306, MCLA §§ 24.201 to 24.328 and made effective October 30, 2002, and all future amendments and revisions to the Uniform Traffic Code when they are promulgated and effective in this state are incorporated and adopted by reference, save and except such provisions thereof as may be amended or deleted in this chapter.
The Clerk/Treasurer shall publish this article in the manner required by law and shall at the same time publish a supplementary notice setting forth the purpose of the Uniform Traffic Code and the fact that a complete copy of the code is available at the office of the Clerk/Treasurer for inspection by the public during normal business hours.
References in the Uniform Traffic Code to "governmental unit" shall mean the City of Monroe.
In the event of a conflict between any of the provisions of the Uniform Traffic Code, as adopted in § 680-12, and a provision of an ordinance, resolution, rule or regulation of the City, the ordinance, resolution, rule or regulation shall control.

The following rules and subrules of the Uniform Traffic Code are hereby amended or deleted as set forth, and additional sections and subsections are added as indicated:
Rule 204.
Use of coasters, roller skates, skateboards, and similar devices restricted; violation as civil infraction. (Amended)
(1)
A person who is riding in, or by means of, any coasters, toy vehicle, or similar device, or who is on a skateboard or roller skates, including in-line skates, shall not go on any roadway, except while crossing a street on a crosswalk. When crossing a street on a crosswalk, the person shall be granted all of the rights, and shall be subject to all of the duties, applicable to pedestrians.
(2)
The traffic engineer may designate those sidewalks and areas where the use of skateboards, roller skates, or in-line skates are prohibited and shall designate these areas through the posting of appropriate signs.
(3)
A person who violates this rule is responsible for a civil infraction.
Rule 321.
Bicycle paths; vehicles prohibited; violation as misdemeanor. (Amended)
(1)
A person shall not operate a vehicle on or across a bicycle path, except to enter or leave adjacent property or as otherwise permitted in this rule.
(2)
A person shall not park a vehicle on a bicycle path.
(3)
A person who violates this rule is guilty of a misdemeanor.
Rule 440b.
Obstruction of vehicular traffic by successive train movements on highways or streets; violation as misdemeanor. (Deleted)
Rule 455.
Deposit of litter on streets prohibited; violation as misdemeanor. (Deleted)
Rule 455a.
Throwing objects at or into paths of vehicles prohibited; violation as misdemeanor. (Deleted)
Rule 456.
Removal of wrecked or damaged vehicles; violation as misdemeanor. (Deleted)
Rule 603.
Bicycles; ordinances applicable. (Deleted)
Rule 617.
Bicycles; parking; violation as civil infraction. (Amended)
(1)
No person shall park a bicycle upon a street or in a roadway against the curb. Bicycles shall be parked only in the following places in such a manner as not to obstruct pedestrian or other traffic:
(A)
In designated areas;
(B)
Upon sidewalks in racks provided or fastened to a suitable fixture; or
(C)
Against a building.
(2)
A person who violates this rule is responsible for a civil infraction.
Rule 617a.
Bicycles; parking on roadway; violation as civil infraction. (Deleted)
Rule 618.
Obedience to signs prohibiting riding of bicycles; violation as civil infraction. (Amended)
(1)
When a sign is erected on any sidewalk, street or public place that prohibits the riding of bicycles thereon by any person, a person shall obey the sign.
(2)
A person who violates this rule is responsible for a civil infraction.
