Pursuant to § 130-128 et seq. of the Township's Land Development Ordinance, specifically relating to the voluntary TDR Program and procedural requirements associated with same, provisions exist for certain responsibilities to be assumed by an administrative officer regarding the enrollment of credits, review of enrollment applications and TDR easement documents, and other responsibilities. Accordingly, the Township Committee hereby determines that it is appropriate to establish a title for this person, to be henceforth known as the "TDR Coordinator." The salary attendant to this position is set forth in Article II below.[1]

Pursuant to Chapter 130 of the Code of the Township of Chesterfield entitled "Land Development," the position of Administrative Officer assumes substantial responsibilities regarding the processing of land use applications. The position of Land Use Administrator, however, has never been officially created. Additionally, the position of Planning Board Secretary is necessary for the processing of land use applications. Accordingly, the Township Committee hereby establishes the following duties and responsibilities associated with these positions:
A. 
Land Use Administrator. There is hereby created the position of Land Use Administrator within the Township of Chesterfield. The Land Use Administrator shall be responsible for maintaining all applications, plans, review letters, and other documents and items associated with an application before the Township's Planning Board. The Land Use Administrator:
(1) 
Shall be responsible for ensuring that application and escrow fees are properly posted;
(2) 
Shall be responsible for ensuring that land use escrow agreements are executed as part of the application process;
(3) 
Shall review and submit to the Township Attorney and Township Engineer, for their final approval, all performance and maintenance and other guarantees required under the Land Use Law and the ordinances of the Township;
(4) 
Shall ensure that all time frames required for the review of applications, determinations and completeness, and decisions on pending applications are met; and
(5) 
Shall meet any and all other responsibilities imposed upon the position by the governing body or the Planning Board.
B. 
Planning Board Secretary. The Planning Board Secretary shall be the person who attends all Planning Board meetings; keeps and prepares minutes of said meetings; distributes to the members of the Planning Board all documents referred to the Secretary by the Land Use Administrator for purposes of review and consideration of land use applications and other matters falling within the jurisdiction of the Planning Board.
There is hereby created the position of Recreation Coordinator for the Township of Chesterfield. It shall be the duty and responsibility of the Recreation Coordinator to entertain requests for the utilization of municipal recreation fields, and to coordinate the use of said fields by and between the various recreation organizations, nonprofit groups, schools, and other associations wishing to use municipal parks, fields and recreational opportunities. The Recreation Coordinator shall not only maintain a schedule of the use of all fields, parks and playgrounds, but shall also ensure that any and all fees required to be paid for the use of same are properly deposited with the Township prior to usage. In the event that the governing body determines to require insurance coverage or other agreements by and between the Township and the users of said fields, the Recreation Coordinator shall ensure that said fees are paid and said agreements are executed prior to utilization of the fields by that group. Finally, the Recreation Coordinator shall assist community organizations with the scheduling of field, parks and playgrounds; and undertake such other duties as may, from time to time, be assigned by the Township Committee.
