A. 
The chief of the Division of Building Inspections shall be the Construction Official, who shall be appointed by the Township Committee and shall have the qualifications required by law.
B. 
Duties of Construction Official. The Construction Official shall:
(1) 
Enforce the following sections of the Code of the Township of Stillwater:
(a) 
Chapter 155, Construction Codes, Uniform.
(b) 
Chapter 229, Housing Standards.
(c) 
Chapter 140, Campgrounds.
(d) 
Chapter 382, Trees, Article I, Cutting of Trees for Commercial Wood Products.
(e) 
Chapter 123, Brush, Grass and Weeds.
(f) 
Chapter 303, Property Maintenance.
(g) 
Chapter 202, Flood Damage Prevention.
C. 
The Construction Official shall issue building permits and certificates of occupancy and permits provided for in the sections of the Code of the Township of Stillwater which it is his duty to enforce.
D. 
The Construction Official shall keep a record of his proceedings and permit books and complaint books, all of which shall be subject to inspection. He shall report monthly to the Township Committee the number of permits issued, the estimated cost of such work and the fees received and paid by him to the Treasurer.
E. 
The Construction Official shall have the powers and duties prescribed by state statute and regulations adopted pursuant thereto and by the Township Committee adopted by ordinance or resolution.
A. 
The chief of the Division of Code Enforcement shall be the Code Enforcement Officer, and he shall have such assistants as the Township Committee may from time to time provide. The Code Enforcement Officer shall be the Zoning Officer of the Township.
B. 
Duties. It shall be the duty and responsibility of the Code Enforcement Officer and his assistants to administer a comprehensive system of code enforcement with respect to the following provisions of the Code of the Township of Stillwater.
(1) 
Chapter 240, Land Development.
(2) 
Chapter 234, Junkyards.
(3) 
Chapter 334, Solid Waste, Article I, Recycling.
(4) 
Chapter 116, Bed-and-Breakfast Inns.
(5) 
Chapter 338, Soil Removal.
(6) 
Chapter 376, Trailers.
C. 
It shall be the duty and responsibility of the Code Enforcement Officer and his assistants to annually make a survey of at least 1/5 of the area of the Township of Stillwater for the purpose of determining the existence of violations of any of the ordinances mentioned in Subsection B of this section, to issue appropriate violation notices and to take all other appropriate steps, including the institution of suits or complaints in the Municipal Court or other courts of the State of New Jersey, to abate or enjoin the continued violation of any such ordinance.
D. 
Any complaints relating to the alleged violation of any of the ordinances enumerated in Subsection B of this section shall be referred immediately by the official or employee receiving such complaint to the Code Enforcement Officer. The Code Enforcement Officer shall keep a record of all permits issued, all complaints received and of all actions taken to abate any violation or prosecute the same. He shall submit a report monthly to the Township Committee of such actions, The Code Enforcement Officer shall also submit an annual report to the Township Committee on or before December 31 of each year reporting upon the activities of his office during the year.

All ordinances not specified above as coming under the jurisdiction of the Construction Official or the Zoning Officer of the Township, other than Board of Health ordinances enforced by the Sanitary Inspector, shall be enforced by the following enforcement officer:

Chapter 272, Noise: Code Enforcement Officer.
B. 
Chapter 378, Vehicles, Abandoned: Code Enforcement Officer.
C. 
Chapter 257, Loitering: State Police Department.
D. 
Chapter 350, Streets and Sidewalks, Article I, Obstruction of Streets and Sidewalks: Code Enforcement Officer.
E. 
Chapter 394, Vehicles, Unlicensed: Code Enforcement Officer.
F. 
Chapter 400, Water, Article I, Emergency Water Regulations: Emergency Management Officer.
G. 
Chapter 310, Public Land, Activity On: State Police Department or Park Police Department.
H. 
All traffic and general police regulations: State Police Department.
I. 
Chapter 253, Littering: Code Enforcement Officer.
