The provisions of Subdivision B of Article 1, Chapter 3 of Title 26 of the Revised Statutes of New Jersey (N.J.S.A. 26:3-3 et seq.) are adopted, and pursuant thereto there is established in the Township a Local Board of Health to consist of five members and two alternate members.
The members of the Board of Health shall be appointed by the Township Committee and the membership of the Board shall be composed and hold terms of office as follows:
A. 
One member shall be a member of the Township Committee who shall hold office for the term of one year from January 1 of the year of his appointment, but in no event shall he serve longer than the end of the calendar year in which appointed. The appointment of this member shall be made annually by the Township Committee.
B. 
The remaining members shall hold office for terms of four years or the balance thereof remaining from January 1 of the year of their appointment and until their successors have been appointed and qualified.
C. 
The two alternate members shall be designated by the Township Committee as "Alternate No. 1" and "Alternate No. 2." The term of the alternate members shall be for two years, except that the term of the alternate members first appointed shall be two years for Alternate No. 1 and one year for Alternate No. 2, so that the term of not more than one alternate will expire in any given year.

Any vacancy which may arise among the members of the Board of Health shall be filled by appointment by the Township Committee for the unexpired portion of the term only.
A. 
The Board of Health shall adopt bylaws governing its procedural operation. It shall elect a Chairman, Vice Chairman and Secretary from among its members and create and fill such other offices at it determines. It shall have the power and authority to employ experts and a staff for enforcement and carrying out its purposes, including a sanitarian and other persons provided by law, and to pay for their services and such other expenses as may be necessary and proper, not exceeding in all the amount appropriated by the Township for the use of the Board of Health.
B. 
The Board of Health is empowered to employ a person having the title of Clerk of the Board of Health. The person so employed shall not be a member of the Board of Health. The Clerk shall serve the Board in all clerical capacities and at such times as may be required by the Board. Within the limits of appropriations made available to it, the compensation for the Clerk shall be fixed by the Board of Health.
C. 
The Board of Health shall have the powers and perform the duties prescribed by law and municipal ordinance.
D. 
The Board of Health shall make all necessary rules and regulations for the protection of the health of the inhabitants of the Township and to guard against the spread of contagious diseases and to prevent by necessary rules the induction of diseases, contagious or otherwise, within the boundaries of the Township.
