[Adopted as § 4-8 of the 1971 Revised General Ordinances]
No person shall obstruct the free and lawful passage of pedestrians and vehicles on the streets and sidewalks of the Township by placing thereon any goods, wares, merchandise or other articles of trade or sale, or in any other manner whatsoever.
This article shall not apply:
A. 
Where the obstruction is caused by the loading or unloading of goods, wares or merchandise to and from vehicles in such a manner as to cause a minimum of obstruction which is necessary and unavoidable.
B. 
To receptacles for garbage, ashes or refuse lawfully placed on or in sidewalk areas for collection.
C. 
To space within three feet of the front line of any dwelling, house, shop or other building if such space is appropriated and used by the occupant or owner thereof.
The Police Department is given full power and authority to prevent obstructions in violation of this article and to remove any such obstruction after giving to the owner of the premises abutting the area so obstructed a reasonable notice to remove the obstruction.
No person shall place, cause to be placed or in any manner maintain any obstruction of any kind, either temporary or permanent, in or upon any public road, street or highway, including the drains, gutters and appurtenances, not interfere in any manner with the regular flow of traffic or the maintenance and repair thereof by municipal employees or contractors.
No owner, tenant or occupant of any premises abutting on any street, or any other persons shall throw, plow, place or deposit snow or ice into or upon any street, it being the intent and purpose of this provision to prohibit all persons from throwing, casting, placing or depositing snow and ice which accumulates on private property upon the sidewalks or streets of the Township.
