GENERAL REFERENCES
Vehicles and traffic — See Ch. 230.
This chapter shall be known and may be cited as the "Bicycle Law of the Village of Waterloo, New York."
As used in this chapter, unless the context or subject matter otherwise requires, the following terms shall have the meanings indicated:
BICYCLE
Every device propelled by human power which any person may ride having two tandem wheels either of which is over 20 inches in diameter.
No person shall ride or propel a bicycle on any street or upon any public path set aside for the exclusive use of bicycles unless such bicycle has been licensed and a license plate is attached thereto as provided herein.
Application for a bicycle license and license sticker shall be made upon a form provided by the Village, and the licensing officer is hereby authorized and directed to issue, upon application in the manner indicated herein, bicycle licenses and license stickers which shall be effective for three years, and such licenses shall be dated January 1 of the year of issue. No fee shall be charged for such license.
A. 
The licensing officer shall not issue a license for any bicycle when he or she knows or has reasonable grounds to believe that the applicant is not the owner of or entitled to possession of such bicycle.
B. 
The Police Department shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued and the number on the frame of the bicycle for which issued.
A. 
The licensing officer, upon issuing a bicycle license, shall also issue a license sticker bearing the license number assigned to the bicycle and the name of the Village.
B. 
Such license sticker shall be firmly attached to the frame of the bicycle for which issued, in such position as to be plainly visible.
C. 
No person shall remove a license sticker from a bicycle during the period for which issued except upon a transfer of ownership or in the event that the bicycle is dismantled.
Upon the sale or other transfer of a licensed bicycle, the licensee shall remove the license sticker and shall advise the Police Department of the sale or transfer of the same.
Every person riding a bicycle upon a roadway shall be subject to the provisions of the traffic laws of this Village applicable to the driver of a vehicle, except as to special regulations in this chapter and except as to those provisions of the local laws which by their nature can have no application.

No person shall ride a bicycle upon any public sidewalk on any street in the Village, except that this provision shall not apply to handicapped persons unable to walk or to children 12 years of age or under, except in the General Business District as set forth in Chapter 245, Zoning.
A. 
Parent's responsibility. The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.
B. 
Applicability of regulations. These regulations, applicable to bicycles, shall apply whenever a bicycle is operated upon any street or upon any public path set aside for the exclusive use of bicycles, subject to those exceptions stated herein.
Any person violating any provision of this chapter shall, upon conviction thereof, be punished by a fine of not more than $25, and, in addition, upon conviction of any owner of a bicycle of any such violation, he or she shall forfeit his or her license, if any, and the license sticker shall be removed from the bicycle, and such bicycle shall not be registered until the expiration of six months from the date of such forfeiture.
