This chapter shall be known as the "Unregistered Vehicles and Vehicle Parts Law of the Village of Waterloo, New York."
A clean, wholesome, attractive environment is declared to be of importance to the public safety and health of the inhabitants of the Village of Waterloo, and in addition such an environment is deemed essential to the maintenance and continued development of the economy of the Village and the general welfare of its citizens. It is further declared that the unrestrained accumulation of unregistered vehicles and vehicle parts is a hazard to such safety, health and welfare of the inhabitants of the Village necessitating the regulation, restraint and elimination thereof.
As used in this chapter, the following terms shall have the meanings indicated:
DISABLED VEHICLE
A vehicle which is not suitable for immediate operation on a highway.
HIGHWAY
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
HOUSE COACH
Any vehicle motivated by a power connected therewith or propelled by a power within itself which is or can be used as the home or living abode or habitation of one or more persons, either temporarily or permanently. In the application of this chapter to house coaches, a house coach propelled by a power within itself shall be deemed a motor vehicle, a house coach motivated by a power connected therewith shall be deemed a trailer, and all house coaches shall be deemed vehicles.
MOTOR VEHICLE or VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.

UNINSPECTED VEHICLE
A vehicle which does not bear a valid certificate of inspection issued by the Commissioner of Motor Vehicles of the State of New York pursuant to Article 5 of the Vehicle and Traffic Law of the State of New York dated so as to permit said vehicle to be immediately operated or driven upon a highway.
UNREGISTERED MOTOR VEHICLE
A motor vehicle not having attached thereto the number plates and date tag issued by the Commissioner of Motor Vehicles of the State of New York or any other state pursuant to Article 14 of the Vehicle and Traffic Law of the State of New York or any other state dated so as to permit said motor vehicle or trailer to be immediately operated or driven upon a highway.[1]
VEHICLE PARTS
Dismantled or partially dismantled vehicles and any parts or accessories removed from a vehicle.

A. 
Except as hereinafter provided, no person, firm or corporation shall store or park any unregistered motor vehicle, except a house coach, within the corporate limits of the Village of Waterloo, New York, unless the same is stored or parked within a completely enclosed structure.
B. 
No person, firm or corporation shall store or park any disabled or uninspected vehicle within the corporate limits of the Village of Waterloo, New York, unless the same is stored or parked within a completely enclosed structure.
C. 
No person, firm or corporation shall store any vehicle parts within the corporate limits of the Village of Waterloo, New York, unless the same are stored within a completely enclosed structure.
A. 
A person, firm or corporation may park or store not more than one unregistered motor vehicle within the corporate limits of the Village of Waterloo, New York, not completely within an enclosed structure, provided that:
(1) 
Such motor vehicle is an unregistered motor vehicle not more than six months during any one calendar year;
(2) 
Such motor vehicle is stored or parked upon real property owned or leased by the owner of said motor vehicle and occupied by such owner as a principal place of residence;
(3) 
Such motor vehicle is not an uninspected or disabled vehicle; and
(4) 
Prior to the storage or parking of said motor vehicle, the owner of said motor vehicle has registered said motor vehicle with the Police Department of the Village of Waterloo by providing said Police Department, in writing, a complete description of said motor vehicle and the address of the site at which said motor vehicle is to be stored or parked.
B. 
This chapter shall not apply to the business premises of a dealer or vehicle dismantler registered pursuant to Article 16 of the Vehicle and Traffic Law of the State of New York; to a motor vehicle repair shop registered pursuant to Article 12-A of the Vehicle and Traffic Law of the State of New York; or to a junkyard licensed pursuant to § 136 of the General Municipal Law.

A violation of this chapter shall be punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both.
