The Water Superintendent shall be the head of
the Department of Water, which shall be a division of the Department
of Public Works. The Director of Public Works, subject to the approval
of the City Manager, shall appoint the employees of the Water Department.
In the case of the absence or disability of the Superintendent or
a vacancy in the office, the Director of Public Works, subject to
the approval of the City Manager, may appoint a suitable person to
discharge the duties of the office until the Superintendent returns,
or said disability ceases or the vacancy is filled.
Subject to the ordinances, rules and regulations
adopted by the Common Council under the general supervision of the
Director of Public Works, the Water Superintendent shall have charge
of the operation, management, maintenance and repair of the water
system of the city and shall have supervision over the construction
of improvements or extensions thereof or the reconstruction of said
system or any part thereof. The Water Superintendent, under the general
supervision of the Director of Public Works, shall have supervision
over and provide for the installation and reading of water meters
on premises served by the water system of the city and for the making
of water connections for users of said system, and shall carry out
or cause to be carried out all other acts and things necessary for
or incidental to the general management, operation and maintenance
of said water system, provided that the billing and collection of
all rates, rents and charges with respect to the water system shall
be the duty of the Comptroller.
