Any ordinance or part of an ordinance in conflict
with the provisions of this chapter is hereby repealed to the extent
of such conflict. The provisions of these regulations shall control
wherever they impose greater restrictions than those imposed by other
laws, ordinances, rules, regulations, permits, easements, agreements
or covenants.
