The Council of the Borough of Ingram shall have the authority within its discretion to establish limited no-parking zones upon the public streets of the Borough under the following procedure:
A. 
Council may consider the establishment of a limited no-parking zone only upon receipt of a written request received by the Manager and/or a member of Council from a property owner in the Borough requesting the establishment of the limited no-parking zone at such property wherein the applicant resides and describing the need for the same.
B. 
Upon receipt of such request, the Manager and/or Council shall refer the same to the Police and Fire Committee and the Highways, Health and Sanitation Committee ("committees") for their review and investigation to determine the necessity of the establishment of the limited no-parking zone.
C. 
Upon conclusion of their investigation, the Committees shall present a report to Council detailing the extent of their investigation and providing a recommendation to Council concerning the establishment of the limited no-parking zone.
D. 
Upon receipt of such information set forth in Subsection C above and upon receipt of any other information or reports which the Council of the Borough deems necessary and appropriate, the Borough Council may consider, by resolution at a regularly scheduled public meeting, approving the limited no-parking zone.
E. 
Upon establishment of the limited no-parking zone, parking shall be prohibited at all times in the designated location.
The establishment of a limited no-parking zone shall be subject to the following standards and requirements:
A. 
The area in which parking shall be prohibited shall not exceed the length of 15 feet unless extraordinary circumstances exist requiring a greater length of area.
B. 
The area shall be designated by no-parking signs and/or the painting of a yellow curbline.
C. 
The applicant shall submit a nonrefundable processing fee to the Borough, in the amount as set from time to time by resolution of the Borough Council,[1] at the time of making the request for the establishment of the limited no-parking zone. The fee for such request may be changed from time to time by resolution of the Borough.

D. 
The limited no-parking zone shall be effective only for such period of time as the applicant shall reside at the property for which the no-parking zone is requested.
The Council of the Borough shall not be under any legal obligation to grant any request for the establishment of the limited no-parking zone, and the granting or denial of the same constitutes a discretionary ministerial act of the Borough Council.

Any person who causes a motor vehicle or other obstruction to be placed in a limited no-parking zone shall, upon conviction before any District Justice, be fined in accordance with the penalties set forth in the Pennsylvania State Motor Vehicle Code.
