The S Conservancy District is intended primarily to provide for recreation areas and, where applicable, to encourage the conservation of steep hillside land and other lands determined to be of a fragile nature for development within the Borough, where the economics of building and the supply of public services and facilities argue against the most usual type of building development; and where only huge expenditures for grading the land to make it more buildable, will permit a change of zone, and encourage building development; to prohibit commercial and industrial uses of land; and to discourage any use because its character or location within the district would create requirements and costs for public service such as police and fire protection, water supply, and sewerage, substantially in excess of such requirements and costs in areas of less steep topography or less fragile land. As it may be demonstrated that lands in this district can be utilized for more intensive uses, consideration may be given to a change of zoning classification as may be appropriate for the area and in accordance with the Comprehensive Plan for the Borough.
In this district, the land and structures may be used, and structures may be erected, altered, enlarged, and maintained for the following uses only:
A. 
Permitted uses.
(1) 
Publicly owned recreation area.
(2) 
Nonprofit recreation area. (See § 185-87I.)
B. 
Conditional uses. It is not the intention that the S District is contemplated for the following uses, but with a realization that certain parts of such district may be developed to meet health and safety requirements without interfering with any other features of zoning, the following conditional uses as prescribed in Article XII may be accepted under circumstances prescribed thereunder:
(1) 
Reforestation and public reservation, not involving sales or advertising, on the premises.
(2) 
One-family dwelling.
(3) 
Farming, general gardening, and growing of trees and nursery stock; not including roadside displays or commercial signs.
(4) 
Government use or structure or use group building thereof. (See § 185-87D.)
(5) 
Public utility corporation buildings, structure, facilities, and installations. (See § 185-87J.)
(6) 
Educational, philanthropic, or religious institution, or use group building thereof. (See § 185-87C.)
C. 
Special exceptions permitted by the Zoning Hearing Board, as prescribed in Article XIII, including:
(1) 
Extension of a nonconforming use within a nonconforming structure, or the change of such use within a nonconforming structure to a conforming use or to another nonconforming use that is determined to be no more detrimental to the neighborhood. [See § 185-92B(1)(b).]
(2) 
Gas regulator station; electric substation; greenhouse; or horticultural nursery, on an accredited substandard lot. [See § 185-92B(2)(a).]
(3) 
Home occupation, carried on within a dwelling unit by a resident thereof. [See § 185-92B(3).]
(4) 
Limited enlargement of a nonconforming structure. [See § 185-92B(1)(c).]
(5) 
Temporary structure or use in connection with an authorized use. [See § 185-92B(1)(a).]
D. 
Accessory use (see § 185-9, Definitions).
E. 
Signs, as prescribed in Article XI.
F. 
Required automobile parking space and loading space, as prescribed in §§ 185-67 and 185-68.
A. 
The maximum heights of structures, except as otherwise provided, in this district shall be:
(1) 
Thirty feet (not exceeding two stories) for a one-family dwelling.
(2) 
Forty-five feet (not exceeding three stories) for other main structures.
(3) 
Fifteen feet (not exceeding one story) for accessory structures.
B.

A. 
Each lot in this district shall comply with the following minimum requirements, except as otherwise provided:
(1) 
Front yard depth: 30 feet. (See § 185-66B.)
(2) 
Side yard width: 15 feet on each side. A side yard abutting a street shall be not less in width than the depth of front yard required on the adjoining lot on that street.
(3) 
Rear yard depth: 40 feet. (For through lot, see § 185-66C.)
(4) 
Lot area: 20,000 square feet.
(5) 
Lot width:
(a) 
Interior lot: 125 feet.
(b) 
Corner lot: 165 feet.
(6) 
Lot frontage: the minimum frontage upon a public street for each lot in this district shall be 60 feet.

A. 
No building shall be erected in this district, whether main or accessory, which has any part of any of its exterior wall surface composed of concrete block or cinder block. Exterior wall surfaces of buildings in this district shall be composed of the following materials only, unless an additional material is reviewed by Planning Commission and approved by the Borough Council, to be of equal or superior quality and aesthetic character when used under the circumstances proposed:
(1) 
Brick.
(2) 
Stone.
(3) 
Glass.
(4) 
Metal.
(5) 
Wood.
(6) 
Plastic.
B. 
Brick shall be the aesthetic and quality standard for exterior wall purposes, and all other materials hereinabove listed may be used only in such a way as will be of equal or superior quality and character to brick.
A. 
Dwelling floor area. After the effective date of this chapter, for the purposes of public health and general welfare, every new dwelling structure shall have a minimum gross floor area (exclusive of garage area and unfinished basement or attic) per dwelling unit as indicated below:
(1) 
Single-family dwelling: 1,200 square feet per unit.
