No person, except physicians on emergency calls, shall park, stop or stand any vehicle of any kind whatsoever, whether attended or unattended, on any of the highways within the Borough of Prospect Park longer than is necessary for the actual loading or unloading of passengers or merchandise between the hours of 3:00 a.m. and 9:00 a.m.

The Borough Secretary of the Borough of Prospect Park be and the same is hereby authorized to issue permits for the parking of motor vehicles, as defined hereinafter in this article, on the streets of the Borough between the hours of 3:00 a.m. and 6:00 a.m. upon the personal application of any resident owner of a motor vehicle or by a resident on behalf of any temporary visitor to the home of such resident, upon the conditions and restrictions contained in this article and upon payment of the parking fee prescribed by this article. In addition, in case of emergency requiring the issuance of a temporary parking permit, any Borough policeman shall have the authority to issue a permit for a term up to three days, and the Chief of Police shall have the authority to issue an emergency permit for a period up to six days. Emergency permits shall not be renewable and, if additional time is requested, the applicant shall be referred to the Borough Secretary for an application for a regular parking permit.

The application for such permit shall be made on a form prescribed by the Police Committee and shall require the applicant to state his name and address, the name and address of the owner of the vehicle, the year, make and body type of the vehicle, the current license plate number of the vehicle, the period of time for which such permit is requested and such other information as the Police Committee shall require.
The form of the permit shall be as prescribed by the Police Committee from time to time and shall include the effective date and expiration date of the permit and the name and address of the applicant to which it was issued. The permit shall be prominently displayed on such vehicle at such location therein or thereon as the Police Committee shall require from time to time.

A. 
The fee for such parking permits shall be payable at the time of filing the application and shall be $25 per year. Said fee shall, however, be prorated as follows:
(1) 
If purchased between January 1 and March 31, the cost shall be $25;
(2) 
If purchased between April 1 and June 30, the cost shall be $20;
(3) 
If purchased between July 1 and September 30, the cost shall be $15;
(4) 
If purchased between October 1 and December 31, the cost shall be $10.
B. 
The fee for all residents of the Borough of Prospect Park, Delaware County, Pennsylvania, 62 years of age or older, who have demonstrated a need for a permit and applied for said permit, all conforming to the qualifications of eligibility set forth in this article, shall pay a fee of $12 per year. For a period of six months or less, there shall be a fee of $6.
C. 
To obtain a temporary parking permit, the fee shall be $25 which shall be reimbursed upon return of the parking permit. The temporary parking permit shall be issued at intervals of one month.

A. 
The parking permit issued under the provisions of this article shall automatically terminate without notice to the applicant upon the happening of any of the following events:
(1) 
Expiration of the period stated in the parking permit.
(2) 
Expiration of the state registration plates for such vehicle.
(3) 
Expiration of the motor vehicle inspection sticker on such vehicle, if any.
B. 
If, upon investigation, it is determined that any of the information provided on the permit application is false, then the permit may be terminated upon 24 hours' written notice to the applicant by the Borough Secretary, and in such event no portion of the permit fee shall be refunded.

The privilege afforded in this article shall not be available to any vehicle other than a passenger car or a family or an unlettered truck (displaying no signs or commercial advertising) having a gross vehicle weight of under 8,000 pounds. Any permit issued for any vehicles for which the privilege as set forth in this article not be available shall be automatically void, and the permit fee shall be refunded on a pro rata basis to the applicant forthwith, together with notice that said permit is void.
