For the purposes of this article, the following
words and phrases shall have the meaning ascribed to them as follows:
ASHES
The residue from the burning of wood, coal, coke, paper cartons
or other combustible materials, and includes clean "ashes" from outdoor
incinerators.
GARBAGE
The animal and vegetable wastes resulting from the handling,
preparation, cooking and consumption of food, and includes offal and
other putrescible substances.
PERSON
Any person or persons, association, partnership, company,
firm or corporation.
REFUSE
All solid wastes, including garbage, rubbish and ashes, with
the exception of body wastes.
RUBBISH
Waste or rejected matter, anything worthless or valueless,
and shall include, but not be limited to, tin cans, bottles, broken
crockery, glass, paper, paper boxes, rags, old shoes, carpets, trash
and other debris.
Refuse shall be placed on the curb of a public
street not more than 24 hours prior to the regular collection day
and all containers shall be stored within 12 hours after collection.
Lawn cuttings shall be placed in baskets or
other containers. Tree trimmings and hedge trimmings shall be securely
tied in bundles not heavier than 50 pounds and not more than four
feet in length. The foregoing shall be placed at the curbline for
collection.
No person shall throw or deposit litter in or
upon any street, sidewalk or other public place within the Borough
except in public receptacles or in authorized private receptacles.
Persons placing litter in public receptacles
or in authorized private receptacles shall do so in such a manner
as to prevent it from being carried or deposited by the elements upon
any street, sidewalk or other public place.
No person shall sweep into or deposit in any
gutter, street or other public place within the Borough the accumulation
of litter from any building or lot or from any public or private sidewalk
or driveway. Persons owning or occupying property shall keep the sidewalks
in front of their premises free of litter.
During the season specified by Borough authorities
for collection of leaves from the streets, leaves may be placed in
the street not less than one foot from the curb or curbline of said
street immediately abutting the premises and not less than 10 feet
from street stormwater inlets.
Any person who violates or neglects to comply with any provisions of this article or any regulation promulgated pursuant thereto shall, upon conviction, be subject to the penalty as provided in §
1-15, General penalty, of this Code. The Borough of Runnemede, at its discretion, shall terminate collection services to any person found guilty of violating the provisions of this article pertaining to nonresidential properties two or more times. Pursuant to N.J.S.A. 40:49-5, the Borough may impose for a violation of this article pertaining to unlawful solid waste disposal at least a minimum fine, which shall not exceed $2,500, or a maximum fine of not more than $10,000.
