These rules, regulations and standards shall be considered the minimum requirements for the protection of the public health, safety and welfare of the citizens of the Borough of Runnemede. Any action taken by the Joint Planning/Zoning Board of Adjustment under the terms of this chapter shall give primary consideration to the above-mentioned matters and to the welfare of the entire community. However, if the subdivider or his agent can clearly demonstrate that, because of peculiar conditions pertaining to his land, the literal enforcement of one or more of these regulations is impracticable or will exact undue hardship, the Joint Planning/Zoning Board of Adjustment may permit such change or variation as may be reasonable and within the general purpose and intent of the rules, regulations and standards established by this chapter. Satisfaction of major subdivision approval requirements constitutes satisfaction of site plan development requirements.
A. 
If, before favorable referral and final approval have been obtained, any person transfers or sells or agrees to sell as owner or agent any land which forms a part of a subdivision on which by this chapter the Joint Planning/Zoning Board of Adjustment or the Borough Council is required to act, such person shall be guilty of a violation and, upon conviction thereof, for each and every violation, shall be subject to a fine of not more than $500 or imprisonment in the county jail for a period not exceeding 90 days, or both, at the discretion of the Borough Judge.
B. 
In addition to any other penalty for the violation of this chapter, the Borough may institute and maintain a civil action for injunctive and other relief as is provided for by the laws of the State of New Jersey.
C. 
Each parcel, plot or lot so disposed of shall be deemed a separate violation.
D. 
Each day that a violation is permitted to exist shall constitute a separate offense.
