A. 
Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
On the roadway side of any vehicle legally stopped or parked at the edge or curb of the street or alley.
(b) 
On a sidewalk.
(c) 
Within an intersection.
(d) 
On a crosswalk.
(e) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of the safety zone, unless a different length is indicated by official traffic control devices.
(f) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(g) 
Upon any bridge or other elevated structure.
(h) 
On any railroad tracks.
(i) 
Any place where official signs prohibit stopping.
(2) 
Stand or stop a vehicle:
(a) 
In front of a public or private driveway.
(b) 
Within 15 feet of a fire hydrant.
(c) 
Within 20 feet of a crosswalk at an intersection.
(d) 
Within 30 feet upon the approach or any flashing signal, stop sign, yield sign or traffic control signal located at the side of a roadway.
(e) 
Within 20 feet of the driveway entrance to any fire station or, when properly signed and posted, on the side of a street on the opposite side of the entrance to any fire station within 20 feet of the entrance.
(f) 
Where the vehicle would prevent the free movement of vehicular traffic, including public transportation.
(g) 
At any place where official signs prohibit standing.
(3) 
Park a vehicle:
(a) 
Within 50 feet of the nearest railroad crossing.
(b) 
In any area or space designated as limited to parking for handicapped persons or in such manner as to prevent or encumber handicapped persons from parking in said space or location.
(c) 
In the opposite direction of the lane of traffic on Depot Street.
(d) 
At any place where official signs prohibit parking.
B. 
No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of a vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.
C. 
Any person violating any provision of this section is guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of $300, plus the costs of prosecution, and in default of payment of such fine and costs, to imprisonment in the appropriate correctional facility for not more than 30 days. Each violation of any provision of this section shall constitute a separate violation.
Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Article for any person to park a vehicle or allow it to remain parked otherwise.
Stopping, standing and/or parking on the surfaced portion of any alleyway situated in the Borough of Youngwood is hereby prohibited, except that stopping or standing shall be permitted to permit the discharge or pickup of passengers and/or for purposes of loading or unloading so long as such activity shall not interfere with the travel of motor vehicular traffic on, over or through such alleyway.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIV (§ 124-61), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XV (§ 124-62), attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XVI (§ 124-63), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVII (§ 124-64), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XVIII (§ 124-65), attached to and made a part of this chapter, except as specifically provided for such zone.
Any person who violates any provision of this Article shall, upon conviction, be sentenced to pay a fine of not more than $15 and costs; provided, however, that it shall be the duty of parking enforcement personnel of the borough to report to the Mayor all violations of any provision of this Article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that if he/she will report to the Borough Office and pay the sum of $10 within 48 hours after the time of the notice, that act will save the violator from prosecution and from payment of the fine and costs prescribed in the first sentence of this section.
