It shall hereafter be unlawful for any person, association, firm or corporation to keep or permit to remain upon his, her or its premises or on any private property any garbage, refuse or other offensive or unwholesome matter, unless it is stored in covered containers and in such limited quantities and for such limited periods of time as shall ensure that no annoyance, nuisance or health hazard shall be created or maintained thereby.
It shall be unlawful, except for such temporary storage as is herein specifically authorized, to keep, have, maintain, store upon or allow to exist in any manner whatsoever any garbage upon any lot of ground within the limits of the Borough or upon the shores or margin of any stream or body of water or upon any street or sidewalk in the Borough.
It shall be unlawful for any person, firm or corporation to use or permit to be used any spot or place within the Borough as a public or private dump for garbage, refuse or rubbish.

Any person and any officer of any firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be sentenced to pay a fine of not exceeding $300 for each offense, with respect to each day's noncompliance, and, in default of payment thereof, shall be imprisoned in the Lancaster County Prison for not exceeding 30 days; provided, however, that if the Magisterial District Judge determines that the defendant is without the financial means to pay the fines and costs immediately or in a single remittance, such defendant shall be permitted to pay the fines or costs in installments and over such periods of time as the Magisterial District Judge deems to be just.
