The East Petersburg Borough Council may, by resolution, establish and from time to time, if it so desires, alter, amend and supplement rules and regulations for the operation, use and protection of the Borough parks. Such rules and regulations may include but shall not be limited to regulations governing the time for the use of the parks, the times for the presence of persons therein, the nature and extent of the permitted and prohibited uses thereof and such other matters as the Borough Council may deem necessary or proper for the protection of the parks and persons and property therein.
All rules and regulations established under the authority of this article and established hereafter shall be posted at a conspicuous place or places in each park to which they are applicable. Appropriate signs may be posted to direct or warn persons with respect to the rules and regulations and their operation.

Any person violating any of the rules and regulations established under the authority of this article shall, upon conviction in a summary proceeding before a Magisterial District Judge, be sentenced to pay a fine of not more than $300 and cost of prosecution and, in default of payment of such fines or cost, to undergo imprisonment in the Lancaster County Prison for a period not exceeding 30 days; provided, however, that if the Magisterial District Judge determines that the defendant is without the financial means to pay the fines and costs immediately or in a single remittance, such defendant shall be permitted to pay the fines or costs in installments and over such periods of time as the Magisterial District Judge deems to be just.

Hours of operation shall be from 7:00 a.m. to 10:00 p.m., except for those using the tennis courts and for special occasions so designated by the Park Committee.
A. 
Vehicle parking shall be between Pine Street and the baseball field and north of the Community Center building.
B. 
All motorized vehicles, including minibikes and motorcycles, are prohibited on the Civics Grounds, with the following exception: Heavy and oversized picnic material may be transported to the pavilion, but transporting vehicles must be returned to specified parking areas.
Possession or use of alcohol or malt beverages in the park is prohibited. Persons under the influence of intoxicating beverages shall not be permitted in the park.
No animals shall be brought into the park, except domestic animals on a leash not more than four feet in length. Any person bringing an animal into the park shall clean up after such animal.
No person shall engage in any kind of gambling game at which money or other valuable things may or shall be played for, staked or betted upon, unless otherwise specified by the Parks and Recreation Board.
No one is permitted to build a fire except in those areas designated for that purpose.
No one is permitted to discard any form of waste material, paper and rubbish except in containers supplied for that purpose.
No person shall injure, deface, remove, cut or damage any of the trees, shrubs, plants, turf, buildings, structures or fixtures therein or any other property of the Borough located within the park.

No person shall gather or remove any wood, turf, soil, rock, sand, gravel or other materials stored at the park without written permission from the Park Committee.
No one is permitted to carry, have or discharge firearms, bow and arrows, air or spring rifles, slings or any other weapon in the park, except in designated areas.
No person shall use profane language within the park or conduct himself in any lewd, immoral or commonly objectionable manner within the park or conduct himself so as to annoy any other persons using the park for recreational purposes.

No person shall set any booth, table or stand, mobile or otherwise, for the sale of any article whatsoever within the park limits without written permission of the Park Committee.
