The plan of construction prepared by the consulting
engineers with respect to the construction by the Authority of the
portion of its sewer system in the Borough of East Petersburg is hereby
approved.
The estimated cost ($2,238,877) of construction
of said portion of the sewer system within the Borough and the proposal
of the Authority to charge or assess a portion of the cost of construction
of certain sewers constituting part of the sewer system against certain
of the properties benefited, improved or accommodated thereby according
to the front-foot rule as provided in Section 4B(s) of the Municipality
Authorities Act of 1945[1], and to charge or assess a portion of the cost of construction
of such sewers against other properties benefited, improved or accommodated
thereby to the extent of such benefits as provided in Section 4B(r)
or said Act[2] in cases where the front-foot method of assessment is
deemed not to be legally applicable or would result in an inequitable
assessment, are hereby approved.
