When hereafter provided by resolution of the City Council, there
shall be a full-time City Manager who shall be appointed by the Council
upon the recommendation of the Council President.
The City Manager shall have had training and/or experience in
the field of public administration and shall serve at the pleasure
of the Council. His salary shall be determined by the Council but
may not be reduced during his term of service.
The City Manager shall represent the President of the Council
and the Council in all matters of day-to-day administration. In this
connection, he shall exercise all administrative powers and authority
delegated to him by the Council President, the Council Treasurer or
the entire Council. In addition to his administrative duties, the
City Manager may be designated as a department head or as Deputy Treasurer.
