A. 
There is hereby established in the Department of Human Relations a library to be known as the "Charles B. Sears Memorial Library."
B. 
The purposes of the library are to provide reference and research materials in the field of human and intergroup relations and to serve as a central reference bureau for other materials of like nature available elsewhere in the City.
C. 
The Mayor, the City Treasurer and the Chairman of the Commission on Human Relations are hereby designated as trustees for this library. The trustees are authorized, in their discretion, to accept donations of moneys or materials for use in carrying out the purposes of the library. All moneys received by the trustees on behalf of the library are to be deposited with the City Treasurer and kept by him in a separate fund designated as the "Charles B. Sears Memorial Library Fund." The trustees are authorized to expend such moneys from time to time for books, materials, maintenance and any other legitimate library purpose, but any such expenditures shall be made only upon the recommendation of the Commission on Human Relations.
The Executive Director of the Commission on Human Relations is hereby designated as custodian of the library and is empowered to make such rules and regulations for its use as he may deem advisable.
It shall be the duty of the trustees to make an annual report to the Common Council of the City of Buffalo as to the moneys and other donations received, the amount and nature of each expenditure and any other matters concerning the use and operation of the library which the trustees feel should be brought to the attention of the Council.

A. 
The Mayor, the Comptroller and the Superintendent of Schools of the City of Buffalo are hereby constituted the trustees of the Sherman Williams Memorial Library Fund, bequeathed to the City of Buffalo by Charles H. Williams on April 9, 1894.
B. 
It shall be the duty of such trustees to invest and keep invested the sum of four thousand five hundred dollars ($4,500.) in safe interest-bearing securities and expend annually the interest and income thereof for the purchase of such books appertaining to schoolwork as shall be from time to time selected by the principal of Hutchinson Central Technical High School, with the approval of the Superintendent of Schools of the City of Buffalo, for the use of the boys' department of said school.
C. 
It shall be lawful for said trustees to expend from time to time a reasonable amount of said income for the purpose of increasing book space in the bookcases provided by the provisions of said trust, as set forth in the printed proceedings of the Common Council for the year 1894, at page 616.
A. 
It shall be the duty of the trustees of said Sherman Williams Memorial Library Fund to annually report to the Council of the City of Buffalo the manner in which said fund has been invested, the condition of said fund, the amount earned by said fund, a list of books purchased each year and an inventory showing in detail the number of books on hand in said library and purchased with the interest and income of said fund.
B. 
The principal of Hutchinson Central Technical High School is hereby made the custodian of the library, and he is hereby empowered to make such rules and regulations as may seem advisable to preserve and make useful such library.
The trustees of said library are hereby given power to carry out the terms of the trust known as the "Sherman Williams Memorial Library Fund," and all of their acts heretofore performed are hereby ratified in every respect.
