Any natural person, firm, association, partnership or corporation, either singly or acting in concert, who displays for public patronage or keeps for operation any milk or other perishable food products' self-service, coin-operated dispenser shall be required to obtain an annual license.
A license fee as provided in Chapter 235, Fees, Article IV, Fee Schedule, is hereby imposed on each and every self-service, coin-operated dispenser of milk or other perishable foods that may now be in operation or may hereafter be placed in operation within the limits of the Borough of Lodi.

It is hereby declared that this article is for the purpose of regulation and shall nowise affect any other fees as now provided for in any other ordinance in the Borough of Lodi, but shall be in addition thereto.
All licenses shall be for a one-year term, commencing on the first day of January of the year in which they are issued, and all licenses shall expire on the 31st day of December in the year of issue. There shall be no proportional abatement or proportional apportionment of the license fee for any license issued after January 1 in any year; but instead each applicant for a license shall be required to pay the full annual license fee as provided in Chapter 235, Art. IV, Fee Schedule.

Applicants for a license shall be required to pay in advance the aforesaid license fee and file with the Borough Clerk, on forms to be furnished by said Clerk, a separate written application for each dispensing device. Application forms for such license shall set forth the name and address of the applicant, location of the dispensing device or devices, a list of the products to be dispensed and the type or types of dispensing device to be used. Prior to the issuance of a license:
A. 
The Health Officer of the Borough of Lodi shall certify that the granting of a license at the location applied for will not violate any health regulations or ordinance relating to the product or products to be dispensed in the Borough of Lodi, or any laws of the State of New Jersey having application thereto, and further, that said machine has been inspected by authorized representatives of the Health Officer and is unobjectionable from the viewpoint of health and sanitation.
B. 
The Chief of the Police Department of the Borough of Lodi shall certify that the placing of said coin-operated dispensing device at the location mentioned in the application is unobjectionable from the viewpoint of welfare, safety or traffic consideration.
C. 
The Building Inspector of the Borough of Lodi shall certify that the location of said machine complies with the building codes and Chapter 585, Zoning, of the Borough of Lodi.
Said coin-operated dispensing device used for the sale of milk or other perishable food products shall have a refrigeration unit of sufficient capacity so as to keep the entire contents at a temperature of 50° F. or below. Said dispensing device shall be equipped with an automatic cutoff device that locks the dispensing device when the temperature of the interior, where products are stored, goes over 50° F., and that also refuses patrons' coins. Keys to said machine shall be available in the office of the Health Officer.
Any natural person, firm, association, partnership or corporation violating any of the provisions hereof, in addition to the revocation of his or its license, shall be liable to a fine not exceeding $500 or imprisonment not exceeding 90 days, or both. Each day such violation is permitted to continue shall constitute a separate offense.
