It shall be and is hereby declared lawful within the Borough of Lodi to license bona fide veterans, charitable, educational, religious or fraternal organizations, civic and service clubs, volunteer fire companies and first aid or rescue squads to hold, operate and conduct legalized games of chance commonly known as "raffles" and "bingo" on Sunday.
All licenses shall be issued pursuant to and in accordance with the provisions of Chapters 5 and 6 of the Laws of 1954[1] authorizing the licensing of raffles and bingo and in compliance with the rules and regulations issued or to be promulgated by the Legalized Games of Chance Control Commission in the Department of State of the State of New Jersey and shall be subject to the provisions of this chapter.

No games of chance shall be conducted on Sunday before 2:00 p.m. and after 11:00 p.m., prevailing time, under any license issued by the Borough of Lodi.
No license to conduct a game of chance on Sunday as authorized by law shall be issued to any organization not having a situs established within the Borough of Lodi.
Any person, firm or corporation violating any provisions of this chapter shall be punishable by a fine of not more than $2,000, imprisonment for a period not exceeding 90 days and/or a period of community service not exceeding 90 days; in addition to any fine or imprisonment imposed hereby, the license of the licensee shall be forfeited, and said licensee shall not be eligible for the issuance of a new license until the expiration of one year.
