The Commissioner of Permit and Inspection Services shall have
power, in his discretion, to issue a license, without charge, or to
grant permission to any person to sell fresh fish from any vehicle
of any kind, whenever in his judgment such license or permission will
promote the public welfare. Such license or permission shall be granted
for such length of time and subject to such reasonable conditions
as the Commissioner of Permit and Inspection Services may prescribe.
No person, firm or corporation which shall not have obtained
a license so to do shall sell or offer or expose for sale from the
railroad cars in any of the railroad terminals within the limits of
the City of Buffalo any fresh fruits or vegetables or Christmas trees.
The provisions of this section shall not apply to sales of car lots
in bulk nor to sales of less than car lots by persons, firms or corporations
having stores leased or owned by them within the limits of the City
of Buffalo for the regular transaction of business as dealers in such
commodities.
