A. 
No person residing in this City, other than a police officer, shall equip an automobile with a radio receiving set capable of receiving signals on the frequencies allocated for police use or knowingly use an automobile so equipped or in any way knowingly interfere with the transmission of radio messages by the police without having first secured a permit so to do from the Commissioner of Police.
B. 
The Commissioner of Police is hereby authorized in his discretion to grant, refuse, suspend or revoke such permit.
