It shall be the duty of the owner of any building, camp or premises situated on any street where there is a sewer and City water in said street, within the City, which is occupied by one or two families or one or more persons, to provide suitable and sanitary water closet facilities and City water, with the sink or washstand properly trapped, vented and sewer-connected.
There shall be at least one water closet provided for every two families or persons occupying any building, camp or premises as a dwelling or for sleeping purposes.
Every water closet hereafter installed shall be flushed from a tank, properly trapped and vented, and shall conform to the rules and regulations of the Division of New Construction of the City of Buffalo and shall be kept in proper and sanitary condition at all times.
All tile hoppers and other evasive nonflushing water closets are hereby prohibited and shall be substituted with sanitary tank water-flushing water closets, properly trapped, vented and sewer-connected. No long-hopper antifreezing water closet shall hereafter be installed or constructed on any premises without a special permit, in writing, from the Health Commissioner.
