No person shall drive a taxicab unless a license, to be known as a "taxi driver's license," shall have been issued for said purpose in accordance with the provisions of this chapter.
The taxi driver's license herein provided for shall be in such form as to contain the photograph and signature of the licensee. Any licensee who willfully or maliciously defaces, damages or obliterates any official entry made upon his license shall be subject to the penalty of revocation of said license.
The annual fee for such license, payable in advance, shall be as provided in Chapter 235, Article IV, Fee Schedule.

Applications for such license shall be made in writing to the Borough Clerk and shall state thereon the driver's full name, address, age and certification as to his good moral character signed by two citizens residing in or within the vicinity of the Borough of Lodi, together with a certificate issued by the Chief of Police of the Borough of Lodi certifying that he has been photographed and fingerprinted and that same are on file in the Lodi Police Headquarters, together with such other facts as the Municipal Council may require.
Each applicant for a driver's license must file with his application two recent photographs of himself of a size which may be easily attached to his license, one of which shall be attached to the license when issued, the other shall be filed with the application in the Borough Clerk's office. The photograph shall be so attached to the license that it cannot be removed and another photograph substituted without detection. Each licensed driver shall at all times have openly and conspicuously exhibited in the taxicab his license and photograph.
No such license shall be issued to any person who is not competent to operate a motor vehicle or who is not familiar with the traffic laws and ordinances. The Chief of Police shall examine each applicant for a taxicab driver's license to determine the competency of the applicant, and no such license shall be issued except on certificate of the Chief that the applicant has demonstrated his ability to operate a motor vehicle as required herein.
