As used in this chapter, "recreation areas" means Hale Park, Parkedge Park, Hemlock Field, Green Tree Park, Rook Park, the Green Tree Nature Center, Wilson Park, the Municipal Center Park, Sodini Parklet and any other property dedicated by Council for park, playground or recreational use.
Motor vehicles in recreation areas are permitted only in authorized areas.

Bicycle riding is not permitted in recreation areas, except on designated bicycle pathways. Bicycles shall be placed only in racks that are provided.

A. 
The possession and use of alcoholic beverages is prohibited in all recreation areas and all parking areas for the recreation areas.
B. 
Smoking prohibited.
(1) 
Smoking of any and all variety, including but not limited to cigarettes, cigar and pipe smoking, electronic cigarettes, vapes, and/or the use of chewing tobacco or rub (snuff) is prohibited in any and all recreation areas of the Borough of Green Tree, except for the Municipal Center Park and the Sodini Parklet. However, such products may be used in the paved parking area for each park.
(2) 
No-smoking signs shall be posted in all recreation areas.

Except as specifically provided herein, pets are not permitted in any Borough recreational areas:
A. 
In the Green Tree Nature Center, dogs secured by a leash and controlled by a person age 16 or older shall be permitted only during those times that the Green Tree Nature Center is open.
B. 
In Green Tree Park, dogs shall only be permitted in the designated fenced-in area, subject to full and complete compliance with the following conditions:
(1) 
Each dog using the designated fenced-in area must:
(a) 
Not be in heat.
(b) 
Be accompanied by a user age 16 or older.
(c) 
First pass a behavior study evaluation by a Borough-approved and -designated facility, the cost of which behavior study shall be borne by the applicant and/or dog owner.
(d) 
Must have attached on a secure collar all tags evidencing that current licenses and vaccination certificates have been validly issued.
(2) 
Each user of the designated fenced-in area must:
(a) 
First submit to and have approved by the Borough an application to use the designated fenced-in area and paid the required deposit for the issuance of a key to the designated fenced-in area.
(b) 
Be age 16 or older.
(c) 
Accompany the dog at all times such that verbal control exists over the dog.
(d) 
Exercise all reasonable means and take all immediate action to prevent any aggressive behavior, biting, fighting or excess barking by the dog, including removing the dog from the designated fenced-in area for violation of this rule.
(e) 
At all times have in his or her possession a leash and a means to connect it to the dog by means of a secure collar in the event the dog is unleashed in the designated fenced-in area.
(f) 
Clean up and deposit any and all waste and/or fecal matter in an area designated by the Borough.
(g) 
Refill any holes and repair any damage caused by the user's dog in the designated fenced-in area.
(h) 
Control and closely supervise any small children that may accompany the user.
(3) 
In entering and exiting the designated fenced-in area, each user must exercise care to see that the locked security gate has been closed and securely locked.
(4) 
Dogs shall only be permitted in the designated fenced-in area between dawn and dusk, provided that the park is otherwise open.
C. 
In the parking lot area that services the Green Tree Park, dogs shall be permitted on a limited basis, subject to the following conditions:
(1) 
The dog must be secured by a leash held by a person age 16 or older who is in complete possession and control of the dog.
(2) 
The dog is in the Green Tree Park parking area for the sole purpose of traveling directly to or from the designated fenced-in area located in Green Tree Park.
D. 
The Borough Manager is hereby vested by the Borough Council with full and complete authority to impose and enforce such other reasonable and necessary rules and regulations of a temporary nature in effecting the purpose and goals of this section that the Manager deem necessary for the health, safety and welfare of the Borough and its residents.
E. 
Any person who violates the terms and condition of this chapter may have his right to use the designated fenced-in area terminated by the Borough Manager.
Rubbish in recreation areas shall be placed in containers provided for the same.

Except as provided herein, no fire of any nature is permitted in any recreation area unless approved in advance by the Borough Manager or his designee, pursuant to a written request submitted a least five business days prior to the scheduled event. A fire is permissible without prior approval if restricted solely to the permanent grills installed by the Borough in designated areas of its parks. All fires shall be extinguished when the use is completed and must be attended at all times by an adult over the age of 18.

No person shall be permitted in a recreation area between dusk and dawn, except in those areas where some special event has been prescheduled by the Borough and except in the basketball court and Green Tree Park when authorized and when illuminated.
Gambling and the possession of gambling devices in recreation areas are prohibited.

A. 
No person shall cut, break or in any way injure or deface trees, shrubs, plants, turf, buildings, fences, structures, or statuary in recreation areas or place or throw debris, rubbish or other potentially injurious objects into springs, streams or the swimming pool or onto playing courts and areas.
B. 
No permanent or temporary structures, fixtures or devices of any nature shall in any way be erected in any park area, whether anchored, affixed or secured to the land, whether by pins, pegs, stakes, anchors, weights, devices or other invasive or noninvasive means, unless done so in connection with a Borough of Green Tree-sponsored event, such as Octoberfest or other Borough-sponsored athletic or recreational events.
While in a recreation area, no person shall offer for sale or rent any article or service without the written consent of Council.
No person shall post or fix any notice, bill or other writing or printing of any kind on any tree, lamp post, hydrant, curb stone, coping, flagstone, fence, wall, building, freestanding post or pole, or any other place, structure or object in any of the recreational areas of the Borough, except as may be specifically authorized by Council as it deems necessary, including the right to post such notices as it deems necessary to enforce this section.
No person shall hunt, trap, stone, injure deliberately or interfere with the natural habitat of wildlife in the nature areas.
A. 
No person shall be permitted on tennis courts unless he or she is wearing rubber-soled tennis shoes.
B. 
Season passes for the use of tennis courts during the summer recreation hours, as set by Council, shall be issued by the Manager, at fees set from time to time by Council. Fees for the hourly use of tennis courts shall be paid to the tennis court attendant at the tennis court.
C. 
During summer recreation hours, as set by Council, tennis courts shall be available only upon the presentation of a season pass or the payment of a fee as set by Council. Presentation of the pass or payment of the fee shall entitle a player to use a court for one hour. Upon the expiration of one hour, the player may continue to use the court until the appearance of the next player, at which time the court must be vacated immediately.
D. 
The throwing of stones onto the playing surfaces of the tennis courts or the depositing or placing of any other debris or rubbish thereon is prohibited.
E. 
Tennis shall be the only permitted activity on any of the Borough's tennis courts.

A. 
Lands located in Green Tree Park, previously acquired by the Borough and situated in the City of Pittsburgh and in the Borough (which lands are more specifically described in Exhibit "A," attached to original Ordinance 861, passed February 16, 1976), are hereby designated for use for park and recreation purposes by the Borough.
B. 
Such lands may be used for such other purposes as may be approved by Council from time to time by motion or resolution.

Chapter 305 of the Code shall control the use of any swimming pool within a recreation area.[1]

A. 
Usage regulations.
(1) 
The Borough Fire Hall Social Room may not be rented or utilized by nonresident organizations, individuals, or profit-making ventures.
(2) 
The Borough Manager, upon consultation with Borough Council, may on a case-by-case basis review rental of facilities to such groups; however, in no situation shall it infringe upon the right of Borough residents or local organizations to use the facilities.
(3) 
Usage of the Fire Hall Social Room is limited to residents of Green Tree and the Green Tree Fire Department, Green Tree civic groups, Keystone Oaks School District-related groups, government agencies and Green Tree Public Library-sponsored programs who are interested in conducting activities for their organizations. Fire Hall Social Room closes at 11:00 p.m.
(4) 
All Borough activities take precedence over non-Borough-related activities.
(5) 
Groups authorized to use facilities are not permitted to charge participants without prior written approval from the Borough.
(6) 
No signs, decorations, etc. shall be stapled, taped or attached to any surface. The Borough must approve outdoor posting of signs. Outdoor posting of signs must conform to all applicable ordinances.
(7) 
All equipment must be operated properly, used for its intended purpose only, and be cleaned and turned off or shut down upon exiting the premises.
(8) 
All fire regulations for Borough facilities must be observed and include the following:

(a) 
No smoking;
(b) 
Room capacity/maximum occupancy must be adhered to; and
(c) 
Use of open flames is strictly prohibited.
(9) 
Alcoholic spirits other than beer and wine are strictly prohibited.
(10) 
Beer and wine are permitted only under the regulations set forth in Ordinance No. 1566 adopted by Green Tree Borough Council on March 5, 2007.[1]

(11) 
Heat must be returned to 65° and air-conditioning returned to 75° prior to exiting the building.
(12) 
Report of any and all damages, abnormal conditions or emergency situations by contacting the Green Tree Police Department at (412) 279-6911 prior to usage.

(13) 
All users are required to provide garbage bags. All garbage must be secured in plastic bags and removed from the social room to outside receptacles after end of function.
(14) 
All equipment used and the facility must be left in a clean and orderly fashion.
(15) 
All lights must be turned off and all doors secured when leaving.
(16) 
Behavior contrary to public safety and well-being will not be permitted.
B. 
Reservation procedure.
(1) 
Scheduling of the Fire Hall will be handled by the Administrative Office and will depend on availability and time desired.
(2) 
Organizations must reserve room by contacting the Administrative Office at (412) 921-1110. No fee will be charged to community groups and/or organizations.
(3) 
Individual residents may reserve the Fire Hall Social Room up to six months in advance by obtaining a permit from the Borough Manager upon successful approval.

(4) 
All applicants must be a resident of the Borough and at least 25 years of age. Proper identification must be supplied at time of application.
(5) 
The resident executing the application shall be personally liable for any damage caused to the Fire Hall Social Room to the extent the costs exceed the amount of the security deposit.
(6) 
All after-hour access is subject to use of keys. Keys must be obtained from the Administrative Office during normal operating hours no sooner than two days prior to the event. Keys must be returned to the Administrative Office during normal operating hours or deposited in the tax dropoff box located in the rear Municipal Center parking lot no later than the next business day following usage. A fee of $15 will be charged for lost keys.
C. 
Fees for usage.
(1) 
The fee for usage will be $275. No fee will be charged for Green Tree Fire Department, Green Tree civic groups, Keystone Oaks School District-related groups, government agencies and Green Tree Public Library-sponsored programs.
(2) 
A security deposit of $200 must be provided to the Borough at the time of application by individual residents to cover any damages and must be paid separately from fee paid. The deposit will be returned, provided that no damage occurs to the facility. (Charge for damages will be determined by the Borough.) Report damages, abnormal conditions or emergency situations to (412) 279-6911 prior to usage.

(3) 
All requests for refunds must be received at least 30 days prior to the reserved date. Refund requests made within 30 days of the reserved date will only be considered if the premise is booked by another resident. Upon granting any refund request, 25% of the cost will be assessed as a cancellation fee.
(4) 
Refunds will not be granted to applicants who falsely represent themselves as Borough residents.

A.

B. 
A violation of the nonsmoking provision of this chapter shall be subject to a fine as follows:
(1) 
First offense: $25.
(2) 
Second offense: $50.
(3) 
Third offense and each offense thereafter: $100.

All ball fields and recreational areas in the Borough of Green Tree shall be posted by the Borough to require their use during such times and by such individuals and/or groups having a valid, authorized permit issued by the designated individual of the Borough of Green Tree.
The individual designated to issue permits for the use of all ball fields and recreation areas in the Borough of Green Tree, to authorize closing of the fields for maintenance, and to post the properties shall be the Borough of Green Tree Manager.
Whoever violates any provisions of this article shall be fined $25, plus costs, and be subject to immediate removal from the ball field or recreational area.
