As used in this article, the following terms shall have the meanings indicated
GARBAGE
Includes all refuse, animal and vegetable matter, liquid or otherwise, which attends and results from the preparation, use, cooking, dealing in and storage of foods, meats, fish, fowl, fruits or vegetables and similar types of matter, and bottles, as well as all refuse and animal and vegetable matter which was intended to be so used, and condemned foods.
RUBBISH
Includes waste materials, household rubbish, building material smaller than three feet by two feet by two feet, furniture, fixtures and such other waste materials as are commonly produced in and about residential dwellings and public buildings and public properties and the like, including tree branches and limbs, weeds, leaves, brush, grass and hedge clippings, children's swing sets and the like, trunks, stoves, refrigerators, furnace pipes, water heaters and all other similar types of rubbish, but shall not include earth, stone, automobile parts, building materials larger than three feet by two feet by two feet in size, or rubbish created in repairing, reconditioning or remodeling of buildings and land.

No garbage, rubbish or recycling shall be stored, permitted, or otherwise placed at the curbside for collection earlier than 4:00 p.m. on the evening preceding the scheduled collection day. However, the Borough Manager may, upon satisfactory proof that a hardship exists, grant a waiver of the time restriction to such a resident who applies for a waiver in advance of the violation.
