The police shall enforce this Part 3. The police are hereby authorized to direct all traffic either in person or by means of visible or audible signals in conformity with this Part 3, provided that, in the event of a fire or other emergency or to expedite traffic or safeguard pedestrians, police or firemen may direct traffic as conditions may require, notwithstanding the provisions of this Part 3.
The Mayor and the Police Chief are hereby authorized to make and enforce temporary regulations to cover emergencies or special conditions. No person shall violate or fail to comply with any such regulation.
A.
The Mayor with the consent of Council and/or Council is hereby authorized to make a ninety-day trial of any traffic regulation, provided that:
(1)
If the regulation is instituted by the Mayor, Council shall be notified in writing of such regulation, with reasons for it, in advance of its being effective.
(2)
Notice of any such regulation, as instituted either by the Mayor with the consent of Council or by Council, shall be given to the public in advance of its enforcement.
B.
After the day such regulation so becomes effective, it shall govern traffic for 90 days thereafter, within which time there shall be introduced in a meeting of Council an ordinance embodying such regulation or such part thereof as it may be desired to have continued in force, and such regulation as is embodied in such ordinance shall continue in force during such time as such ordinance is pending, provided that:
(1)
If no ordinance embodying such regulation or any part thereof has been introduced in a meeting of Council within such ninety-day trial period, or if such ordinance fails final enactment, then such regulation shall no longer be in force.
(2)
Council may at any time rescind any such regulation by a written resolution presented, after adoption, to the Mayor. Upon receipt of such resolution, the Mayor shall immediately cause such regulation to be withdrawn, and the regulation which applied prior to it again enforced.
