The police shall enforce this Part 3. The police are hereby
authorized to direct all traffic either in person or by means of visible
or audible signals in conformity with this Part 3, provided that,
in the event of a fire or other emergency or to expedite traffic or
safeguard pedestrians, police or firemen may direct traffic as conditions
may require, notwithstanding the provisions of this Part 3.
The Mayor and the Police Chief are hereby authorized to make
and enforce temporary regulations to cover emergencies or special
conditions. No person shall violate or fail to comply with any such
regulation.

A. Use of devices permitted. The rate of speed of a vehicle may be timed
on any highway of the Borough as designated by the Mayor by a police
officer using a mechanical or electrical speed-timing device of a
type approved by the Pennsylvania Department of Transportation and
certified under the requirements of the Vehicle Code.
B. Use of speedometer as timing device. The rate of speed of a vehicle
may be timed on any highway of the Borough as designated by the Mayor
by a police officer using a motor vehicle equipped with a speedometer
tested and certified in accordance with the requirements of the Vehicle
Code.
C. Posting of warning signs. The designation of a highway of the Borough
upon which speed-timing devices regulated by this section may be used
shall be made by the erection of warning signs, stating that a speed
restriction is being enforced by speed-timing devices, upon or at
the entrance to such highway or part thereof as may be most appropriate.
The Mayor or his or her designate shall certify to the Manager the
date, time and location of the erection of such a sign, and the Manager
shall maintain such certification as part of the official records
of the Borough.
D. Construction of warning signs. Warning signs which are required to
be erected under this section, at places as determined by the Mayor,
shall:
(1) Be 30 inches wide by 24 inches high;
(2) Have a black legend and border on a white reflective background;
and
(3) Contain a message which states, in substance, the following: "Speed
limit enforced by legal timing devices."
