Parking meter areas are hereby established upon and along certain
of the highways in the Town of Bloomsburg, as follows:

It shall be unlawful for any person to park a vehicle or allow
the same to remain parked for longer than the period of time displayed
on the meter (example: no longer than two hours in a two-hour parking
meter area) at any time between the hours of 10:00 a.m. and 5:00 p.m.,
Monday through Saturday, upon any of the streets herein established
as parking meter areas, with the exception of the 500 block of East
Second Street between the hours of 7:00 a.m. and 7:00 p.m., Monday
through Saturday, provided that the requirements of this section as
to parking time limit and as to deposit of coins in parking meters
shall not apply on Sunday and legal holidays.

Parking meters installed in the parking meter areas established as provided in §
15-401 of this Part shall be placed upon the sidewalk and immediately adjacent to the individual parking spaces hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Town and, when occupied, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal or overtime parking.

Lines and/or markings shall be painted or placed upon the curb,
sidewalk and/or highway adjacent to each parking meter for the purpose
of designating the parking space for which such meter is to be used.
Each vehicle parked adjacent to any parking meter shall be parked
wholly within the lines or markings so placed and applicable to such
meter. It shall be unlawful and a violation of this Part to park any
vehicle across any such line or marking, or to park any vehicle in
such a position that such vehicle shall not be wholly within the area
so designated by such lines or markings.

1. Whenever any vehicle is to be parked in any space adjacent to which
a parking meter shall have been placed, at any time during the period
of limited parking prescribed, the operator of such vehicle shall,
upon entering such parking space, immediately deposit, or cause to
be deposited, in such parking meter, one or more proper coins of the
United States as shall be specified in the legend upon such parking
meter. Upon the deposit of such coin or coins, and placing the meter
in operation such parking space may be lawfully occupied by such vehicle.
2. The charges for parking in on-street metered parking spaces shall
be as set by resolution of Town Council from time to time.

It shall be unlawful and a violation of this Part for any person
to deposit or to cause to be deposited, in any parking meter, any
coin for the purpose of increasing or extending the parking time of
any vehicle beyond the total legal parking time of two hours in a
two-hour parking meter zone or five hours in a five-hour parking meter
zone.

1. It shall be unlawful, and a violation of this Part, for any person
to permit a vehicle to remain in any parking space adjacent to a parking
meter when such meter shall display a signal indicating that such
vehicle shall already have been parked beyond the period of time prescribed
for such parking space.
2. Vehicles parked in these areas are required to be moved from the
specific parking stall every two hours. The Town shall post conspicuous
notice of such requirement upon each meter or with signage. Parking
enforcement officers and police officers may mark tire tread with
chalk or other substance to determine the time vehicles are parked
at the two-hour metered location or through the use of computerized
or other parking enforcement devices.

It shall be unlawful, and a violation of this Part 4, for any
person to deface, tamper with, open or willfully break, destroy or
impair the usefulness of any parking meter installed under the provisions
of this Part, provided that nothing herein shall apply to the servicing
or opening of parking meters by officers, employees and/or police
officers of the Town under the direction of the Mayor, Chief of Police
and/or the Town Council.

1. Any person violating §
15-405 of this Part shall pay at the office of the Chief of Police the sum of $10 within 10 days of the date of the violation. If the sum of $10 is not paid within 10 days of the date of the violation, such person shall pay $20 at the office of the Chief of Police. If the sum of $20 is not paid within 20 days of the date of the violation, a citation shall be filed in the Office of the Magisterial District Court, and upon conviction, the violator shall be sentenced to pay a fine of $30 plus costs of prosecution, or in default of payment, to imprisonment for one day for each $10 of the unpaid balance.

2. Any person who shall violate §
15-408 of this Part shall have a citation filed in the Office of the District Justice and, upon conviction thereof, shall be sentenced to pay a fine of not more than $50 and costs of prosecution and in default of payment of such fine and costs undergo imprisonment for not more than 10 days.
3. Any person violating any other section of this Part shall pay at
the office of the Chief of Police the sum of $25 within 20 days of
the date of the violation. If the sum of $25 is not paid within 20
days of the date of the violation, a citation shall be filed in the
Office of the Magisterial District Court, and upon conviction, the
violator shall be sentenced to pay a fine of $35 plus costs of prosecution,
or in default of payment, to imprisonment for one day for each $10
of the unpaid balance.
