[Adopted 4-21-1986 by Ord. No. 86-3 (Ch. 1, Part 3C, of the 1983 Code of Ordinances)]
The Office of Borough Manager is hereby created by the Council of the Borough of Walnutport, subject to the right of the Borough, by ordinance, at any time to abolish the office.
A Manager shall be appointed for an indefinite term by a majority of all members of the Council. The Manager shall serve at the pleasure of the Council, and he may be removed at any time by a majority vote of all its members. At least 30 days before such removal is to become effective, Council shall furnish the Manager with a written statement setting forth its intention to remove him. In case of a vacancy, the Council shall fill the Office of Manager by a majority vote of all its members.
The Manager shall be chosen solely on the basis of executive and administrative abilities, with special reference to the duties of the office as herein outlined.
The Borough Council may require the Manager at any time before entering upon his duties or during the tenure of his office to give a bond to the Borough with a bonding company as surety, in an amount approved by the Council, conditioned upon the faithful performance of his duties, the premium for said bond to be paid by the Borough.
The Borough Manager shall receive such compensation and work those hours as shall be fixed by the Borough Council, from time to time, by resolution.
The Borough Manager shall be responsible to the Council as a whole for the proper and efficient administration of the affairs of the Borough placed in his charge. Subject to recall by ordinance of the Council, the powers and duties of the Borough Manager shall be to perform certain assigned administrative tasks in connection with the operation of the Borough, to include but not be limited to the following:
A. 
Supervising the performance of Borough employees engaged in maintenance of Borough streets and alleys and of Borough properties;
B. 
Outlining the duties and benefits of unrepresented Borough employees;
C. 
Advising Borough Council of the latest changes in federal, state and county laws, rules and regulations affecting Borough operations;
D. 
Researching laws, regulations, statistics, etc., relating to specific issues upon which Borough Council must act as a decisionmaking body;
E. 
Amending, where needed, the Code of the Borough for inconsistencies and inaccuracies;
F. 
Expanding the Code of the Borough to include ordinances adopted by Borough Council since the issuance of the Code.
