This chapter shall be known as the "Building Numbering Ordinance of Penndel Borough."
Every building located within the Borough of Penndel shall have a number affixed to it in a manner set forth by this chapter within 30 days of written notice by a Borough representative.
The numbers shall be affixed to the front of the building. The numbers shall be in plain, block, numerical form. Script shall not be permitted. The numbers shall be a minimum of four inches in height for all residential buildings, six inches in height for all buildings with three or more dwelling units, and 10 inches in height for all other buildings. The color of such numbers shall be in contrast to the immediate background and clearly visible from the street. The numbers shall be procured and affixed at the expense of the owner(s) and/or occupant(s) of the property.
All numbers shall be continuously maintained by the owner and/or occupant of the property to conform to the provisions of this chapter.
Whenever any building is situated more than 50 feet from the street line, the number shall be placed near the walk, driveway or common entrance to the property on which the building is erected, or upon a gate, post, mailbox or fence, so as to be easily discernible from the street line. When any building is located within 50 feet of the street line, the numbers may be conspicuously placed immediately above or at the side of the main door of each building, where practical, in such a manner that the number can be seen plainly from the street.
Numbers shall not be permitted to be placed where they will be hidden at any time by any obstructions, including screens, storm doors, grass, shrubbery and/or trees.
The Code Enforcement Officer and Fire Marshal of the Borough of Penndel are hereby authorized and directed to administer and enforce the provisions of this chapter.
Any person, firm or corporation who or which shall violate any of the provisions of this chapter shall, upon conviction thereof before any Magisterial District Judge, be sentenced to pay a fine of not more than $1,000 or imprisonment for a term not to exceed 30 days, or both, at the discretion of the court. Each day that a violation continues after due notice has been served, in accordance with the terms and revisions hereof, shall be deemed a separate offense.
