in DGS's contracts for the procurement of supplies, services
or construction, subject to the following conditions:
A. That Manheim Township agrees to be bound by such contract terms and
conditions DGS may prescribe.
B. That Manheim Township agrees to be responsible for payment directly
to the contractor under each contract for those supplies, services
or construction ordered by the local public procurement unit.
