The City Clerk shall have the power to issue permits for placing
temporary stands or booths for the sale of newspapers and periodicals.
Such permit shall not be issued until the applicant has filed
with the City Clerk the consent, in writing, of the owner of the premises
in front of which the stand is to be located.
The City Clerk shall, upon issuing such permit, collect the
sum of $10 for the period of one year or any portion thereof.
All permits issued pursuant to this article shall be revocable
at the pleasure of the City Council.
