A. 
The Commissioner of Public Works may develop and implement a "City of Yonkers Adopt-A-Road Project," the purpose of which shall be to reduce and remove litter from the City's roadways. Such program shall include but not be limited to:
(1) 
Coordinating services which will be provided by various groups to reduce the amount of litter on City of Yonkers' roadways.
(2) 
Providing safety training and instructions, reflective safety gear, trashbags and trashbag pickup on City roadways.
(3) 
Providing and installing signs that identify those groups which have adopted particular segments of such roadways.
(4) 
Entering into adopt-a-road permit agreements with various groups for the purpose of delineating the responsibilities of the parties.
B. 
No group shall be authorized to participate in any of the activities hereunder without first executing an adopt-a-road agreement.
C. 
The Commissioner shall have the right to rescind any permit granted hereunder for noncompliance by any group or permittee with conditions or provisions set forth in this section upon noted to said group or permittee.
D. 
Notwithstanding any inconsistent provision of law, the City of Yonkers and its employees shall not be liable for damages suffered by any person resulting from the actions or activities of such volunteers or groups.
