This article shall apply to the motion-picture film stored in a building commonly known as a "movie theater" and having a cellulose nitrate base. The word "film," whenever used in this article, refers to such film. Cellulose acetate film, bearing the manufacturers' warranty that it is a safety film or "not dangerous" film, is exempt from these provisions.
