The position of Township Manager is hereby created. The Manager
shall be appointed by a majority of all members of the Board of Supervisors
and serve at the pleasure of the Board of Supervisors. The Board shall
fix the amount of compensation of the Manager, and an employment agreement
shall be entered into with the Manager setting forth the amount of
compensation as well as the terms and condition of employment.
The Township Manager shall be chosen solely on the basis of
executive and administrative qualifications, with special reference
to training and experience in municipal government. The Manager need
not be a resident of the Township or state at the time of appointment
and may reside outside of the Township while in office.
The Township Manager shall be the chief administrative officer
of the Township and shall:
A. Be responsible to the Board of Supervisors for carrying out all policies
and programs established by the Board.
B. Direct and supervise the administration of all departments and functions
of the Township except as otherwise provided by ordinance or law.
C. Recommend the appointment and, when deemed necessary, recommend the
suspension, removal or other discipline of all Township employees
on the basis of merit system principles. This subsection shall not
apply to the Township Solicitor or Township Engineer.

D. Make such recommendations to the Board concerning policy formulation
as deemed desirable.
E. Prepare and submit the annual budget to the Board, together with
such explanatory comment as deemed desirable, and administer the approved
budget.
F. Keep the Board and public informed as to the conduct of Township
affairs.
G. See that all laws and acts of the Board, subject to enforcement by
the Manager or by officers subject to the Manager's supervision, are
faithfully observed.
H. Prepare the agenda and attend all meetings of the Board with the
right to take part in the discussion but not to vote.
I. Negotiate and sign contracts for the Township subject to approval
by the Board.
J. Perform the duties of Township Secretary/Treasurer.
K. Perform such other duties as are designated by the Board.
Whenever the Manager declines to resign at the request of the
Board, the Manager may be removed from office in accordance with the
following procedure:
A. At least 30 days before such removal shall become effective, the
Board shall, by a majority vote of all its members, adopt a preliminary
resolution stating the specific reasons for removal.
B. The Manager may reply in writing and may request a public hearing,
which shall be held not earlier than 20 days nor later than 30 days
after the filing of such request. After such public hearing, if one
is requested, and after full consideration, the Board by a majority
vote of all its members may adopt a final resolution of removal.
C. By the preliminary resolution the Board may suspend the Manager from
duty, but shall in any case pay the Manager any unpaid salary and
salary with benefits for such additional time as may be specified
in the employment agreement.
The Manager may designate, in writing, a qualified employee
to serve as Acting Township Manager during the temporary absence or
disability of the Manager. The Board, by a majority vote, may at any
time revoke such designation and may appoint a qualified person to
serve as Acting Manager.
